中文摘要: | 建设项目的发展主要呈现两个趋势:一是单体工程规模越来越大;二是项目集聚化,这些项目往往集聚在同一区域,需要共享资源,以项目群的形式存在。项目群管理具有风险大、协调难、界面交叉、信息复杂等特点。而组织规划决定了项目目标能否实现。为保证项目群的顺利实施及目标的实现,需要从项目的前期阶段入手,进行合理有效的组织规划。目前,传统项目管理组织结构已难以适应项目群管理的要求,项目群需要一个综合管理能力很高机构来对项目群内所有项目进行协调和管理,从而使项目群整体利益最大化。项目管理办公室(PMO)就是这样一个处于更高层次的,对项目群内所有项目统一、综合协调的机构,因此,本文构建基于PMO的项目群管理组织结构,从而对项目群内所有项目进行协调管理,并对项目群的有限资源进行优化配置和有效利用,最终实现项目群管理的战略目标。本文结合典型项目群——于家堡金融区一期工程,为实现其市场会展、金融办公、教育培训、商业商住等复合型城市功能,通过高水平管理提高效益,降低成本,重点从基于PMO的项目群管理组织结构和流程管理进行综合分析,重点包括于家堡项目工作部门设置,管理层次与幅度设置,PMO、公司决策层、各职能部门及业主代表的主要职责、权限和管理职能分工,项目开发规划管理、总平面管理和进度管理等内容;最后,对于家堡金融区一期工程基于PMO的项目群管理的主要保障措施进行总结,得出PMO在项目群管理中的有效性。本文对基于PMO的项目群管理组织结构和流程管理进行了研究,并以于家堡金融区一期工程为例,验证了基于PMO的项目群管理的组织规划方法在项目群管理中的有效性和可操作性,为其他类似的项目群管理提供参考。 | |
英文摘要: | The development of construction project mainly presents two trends: the scale of single project becomes larger and larger; and the project being cluster, these projects are often gather in the same region and need to share resources and exist in form of the project group. Project group management has the characteristics of high risk, difficult coordination, cross boundary and complex information. Organization planning is the decisive factor of the realization of project goal. It is need to carry out a reasonable and effective organization planning start from the early stage of the project, in order to ensure the implementation of the project group and the realization of the goal. At present, the traditional organizational structure of project management has been difficult to adapt to the requirements of project group management, a comprehensive management organization which has ability to coordinate and manage all projects in the project group need to be established for project group, in order to maximize the overall benefits of the project group. Project Management Office (PMO) is standing on a higher level to manage all projects comprehensively. Therefore, the structure of project group management organization based on PMO is constructed in this paper, to coordinated manage all projects within the group, and the limited resources of the project group is allocated optimized and used effectively, ultimately to achieve the strategic objectives of program management. This paper takes the typical project Yujiapu financial district first phase project as an example, in order to realize the compatible urban functions, such like ,marketing exhibition, financial office ,education and training, commercial and residential ,to increase efficiency, reduce costs by the high-level management system. mainly from project group management organization structure and process management based on PMO, analyses comprehensively Yujiapu project department settings, management level and amplitude settings, PMO, corporate decision-making layer, the functional departments and representatives of the owners of the main responsibility and authority, project development planning management, plan management and schedule management and so on. Finally, based on the analysis of the project group management in the Yujiapu financial district first phase project, the validity of PMO in the project management of the project group was obtained. In this paper, the structure of project group management organization structure and process management based on PMO is studied, and the financial district Yujiapu project is taken as example, to verify the validity and operability of the project group management organization planning method based on PMO, to provide reference for the other similar project group management. | |
