中文摘要：	摘要 核工业集团公司是刚刚由国家部委改制而来的大型国有企业，长期以来传统的企业业绩评价体系的模式有着评价指标片面、评价方法单一、难以适应现状的弊端，不能及时、全面的反映企业的运行情况，进而影响企业长期发展战略的实施。如何提高资金的使用效益、如何充分整合资源、如何加强企业的管理，以实现集团公司整体战略目标，是集团公司一直关注的问题。实现集团公司建立现代企业制度的即定目标，需要一种能够反映集团公司经营业绩、客观评价集团公司各项工作进展、充分分析集团公司各类资源利用情况的综合业绩评价体系。本文主要基于企业绩效评价理论、综合业绩评价的基本原理，通过大量的资料收集和实地调研工作，针对核工业集团公司经营现状、行业特点、发展趋势等得出适应于核工业集团公司的综合业绩评价体系。 在分析总结了国内外在企业综合业绩评价的研究现状及发展趋势后，论文首先从分析核工业集团公司行业特点入手，分析了核工业集团公司的业绩评价体系现状；然后利用企业绩效管理理论及综合业绩评价的基本原理，借鉴其他行业、企业综合业绩评价方面的研究成果，从财务方面、非财务方面出发初步建立了一套适用于核工业集团公司现状的综合业绩评价指标体系，并探讨了核工业集团公司综合业绩评价体系评价标准和评价方法的确立原则和方法。本文以2007年度核工业集团公司的实际案例进行分析，使建立的业绩评价体系结果得到验证，并利用直方图法对评价结果进行分析。结果表明，新建立的核工业集团公司综合业绩评价体系是比较客观、全面的，也是符合核工业集团公司企业发展现状的。 通过本文研究，笔者认为核工业集团公司及类似大型国有企业建立综合业绩评价体系十分迫切，综合业绩评价体系能全面的反映企业的经营情况，对企业的发展方向进行引导，综合业绩评价体系应依据于不同的行业特点，不同行业的综合业绩评价体系应是有所差别的。
英文摘要：	CNNC is one of the large state-owned enterprises which just transformed from the state ministries and commissions. The traditional enterprise performance appraisal system has many obviously shortcomings: one-sided appraisal index, single method of appraisal, difficult to adapt to the CNNC actuality timely. Enterprise performance appraisal system comprehensive reflect the operation of enterprises, proceeded to affect long-term business development strategy's implementation. How to improve efficiency in the use of funds, how to fully integrate the resources, how to strengthen the management of the business, accordingly achieve the goal based on the company's overall strategy is what the company has to concern. To establish a modern enterprise system, CNNC must establish a comprehensive performance appraisal system, satisfies the requirement for a company to reflect the operating results and objective appraisal of the progress of the company, the full use of various resources of group companies. This article integrate the basic principles of performance appraisal, collecte a large number of field data and researche the nuclear industry company operating status, industry characteristics, development trends in the nuclear industry, finally come to the company consolidated results appraisal system. After summing up the analysis of domestic and foreign enterprises in the consolidated results of appraisal of the status and development trend, the paper analyses CNNC industry characteristics, lays out the CNNC's performance appraisal system status firstly. Then, an enterprise's comprehensive performance appraisal system is brought forward which is composed by appraisal index, appraisal method, appraisal standard. This appraisal system is set up from the financial, un-financial aspects. It is constituted base on busines's performance management theory and comprehensive performance appraisal principles. Finally, based on the 2007 CNNC analysis of the actual case, the paper verifys the performance appraisal system, and analysis the results of the appraisal through the histogram method. The results show that the established CNNC integrated performance appraisal system is more objective, comprehensive, is also in line with the development of CNNC. According to this research, I believe that it is urgent for CNNC and similar large state-owned enterprises to establish a comprehensive performance appraisal system. Comprehensive performance appraisal system reflects the status of comprehensive enterprise management, lead enterprise development direction. Comprehensive performance appraisal system should be based on the characteristics of different industries. The comprehensive performance appraisal system should be different in different sectors of the same corporation.
