中文摘要：	以“政府主导”方式直接动员、配置资源，同时以“企业运营”方式激活、升级产业，从而形成产城融合创新发展的特色化、差异化与可持续。商业公司与地方政府之间的敏感关系，阳光化、透明化的土地运营，是我国经济体制改革特别是产城融合创新发展过程中必须高度重视、妥善处理的核心、关键问题。在行政靶向性和政绩观念的共同作用之下，产城融合、城市发展依循的是行政指令，而不是市场价值、自然规律。市场力量听命于行政指令，严重抑制产城融合创新发展的动能。产城融合创新发展的统筹方依然并且始终是政府，成败在于政府角色的转变，关键在于厘清规则、确定边界。要从过去脱离市场的多作为、乱作为，转型为亲近市场的少作为、善作为，弱化行政意志对市场行为的干预，减少行政力量对市场能量的替代。产城融合创新发展的核心命题，就是要在政府人事更迭、政策朝令夕改的动态可变与企业投资投入、产业持续发展、就业长效确保的恒定不变之间需求、建立一种“各自安生、和而不同”的价值关联。机制、体制的顺畅、科学、严谨，才有产城融合创新发展的良性、有序、稳健。两个“三位一体”是产城融合创新发展的核心理念。真正的产城融合应该是两个“三位一体”，即“产业、就业、教育”三位一体，“生产、生活、生态”三位一体。长期以来，政府依托市场推动的产城融合建立在“城市地产化、地产园区化、园区土地化”的基础之上，政府、市场协力践行的产城融合创新发展理应是“园区产业化、城市生态化、生态持续化”。论文通过固安工业园、大连软件园产城融合典型案例的比较，阐述产城融合创新发展的三阶段演化、蜕变与升华——以政府界面为主导的行政智能时代，以政府价值最优化、商业利益最大化为主导的商业智能时代，“互联网+”背景之下则转变为“轻重并举+创新孵化”的服务智能时代。论文聚焦依循“官助民办、市场优先”逻辑的大连软件园，聚焦秉持“亲近政策、远离政治、融进政府”价值观念的固安工业园PPP模式为样本详加解析，试析民营企业主导的产业园区在产城融合方面的实践与经验、挑战与考验，及对新型城镇化建设的镜鉴意义。关键词：产城融合 创新发展 官助民办 PPP模式
