中文摘要：	作为中国首批国家级开发区之一，天津经济技术开发区，位于天津市区以东40千米，经济实力雄厚，2014年GDP超过2800亿元，工业总产值达到9000亿元，在全国开发区、工业园区投资环境评价中，天津经济技术开发区已连续多年位居第一，具备推动转型升级，在更高水平上谋求更大发展的优越条件。本文通过对天津经济技术开发区转型升级的研究分析，力图探索出一条适合国家级经济技术开发区的未来发展道路。本研究在阐明背景、研究方法，并对相关理论和文献进行回顾综述的基础上，首先对天津经济技术开发区的发展状况内外部环境进行了客观分析，对其转型升级的内涵进行了清晰的界定，并提出了其转型升级的基本原则、目标和方向；进而围绕产业结构调整、管理变革和产城融合三大主题，分别从目标选择、关键因素把握，以及结合美国、新加坡、台湾和苏州等国内外知名园区相关经验借鉴和误区防范等方面，研究提出了天津经济技术开发区转型升级的一系列管理策略。期待以上研究成果，不仅对天津，而且对其他省市国家级经济技术开发区的发展建设具有一定的参考应用价值。
英文摘要：	As one of China's first state-level development zone, Tianjin economic and Technological Development Zone, 40 kilometers east of Tianjin City, strong economic strength, GDP more than 280000000000 yuan in 2014, industrial output value reached 900000000000 yuan, in the National Development Zone, industrial park investment environment evaluation, Tianjin economic and Technological Development Zone has been ranked first for many years, with the advantages of promoting the transformation and upgrading in a higher level. In this paper, the research and analysis of the transformation and upgrading of Tianjin economic and Technological Development Zone, trying to explore a suitable for the development of national economic and Technological Development Zone of the future development path. In this study, we analyze the background, research methods, and review the related theories and literatures. Firstly, the paper analyzes the internal and external environment of Tianjin Economic Development Zone, and puts forward the basic principles, objectives and direction of the transformation and upgrading, and then analyzes the three main themes, such as the adjustment of industrial structure, management reform and production. Look forward to the above research results, not only to Tianjin, but also to other provinces and cities in the development of national economic and Technological Development Zone has a certain reference value.
