中文摘要：	固定资产投资项目在国家经济生活中发挥着重要作用，是经济增长的重要动力之一，对于固定资产投资项目的审批也是政府行政审批中的重要组成部分，行政审批面对市场经济发展的新形势所暴露出来的问题，在固定资产投资项目审批中也都不同程度地存在，甚至有些问题更加典型，比如效率低下、管控面较广等。如何对固定资产投资项目审批进行调整，使之更好地服务于经济发展，这就是本文的核心内容。本文运用流程管理和制度化管理的理论，以固定资产投资项目审批流程为主要研究对象和推进行政审批改革的切入点，以天津市级层面的固定资产投资项目审批为样本，分别深入研究和分析了政府固定资产投资项目和企业固定资产投资项目各自行政审批流程中存在的问题，并借助“互联网+”的方式，尝试形成一套较为高效便捷经济的固定资产投资项目审批流程范式。本文首先对这一研究的背景进行了梳理，阐明了固定资产投资项目审批流程优化问题的研究意义，简述了研究的主要内容和采用的研究方法。在此基础上，又进一步对本文涉及到的流程管理、制度化管理等相关理论进行了概述，特别分析了相关理论在本文研究中的适用性问题。本文以天津固定资产投资项目审批及其改革尝试为样本分析了政府固定资产投资项目审批和企业固定资产投资项目核准或备案存在的问题。本文对政府固定资产投资项目和企业固定资产投资项目各自流程优化前后的效果进行了比较。同时还重点论述了如何建设项目审批信息化网络平台，提出平台要包括预约、申报、审核、信息查询与反馈、投诉与建议等五个模块。最后，本文对整个研究的结论和创新进行了总结，还指出了存在的不足以及今后研究的方向。本文的创新之处在于把流程管理、制度化管理等理论引进了行政体制改革中，不是宏观论述整个体制机制的改革问题，而是具体讨论如何优化行政审批流程，并且提出尝试运用“互联网+”的思维和方式，探索联网审批等新模式。
英文摘要：	The fixed assets investment projects promote economic growth, and the approval on fixed assets investment projects is also an important part of the government administrative approval, facing to the same problems of administrative approval, such as low efficiency, a wide range of control, etc.. Thus, we should think and study seriously how to adjust the approval on the fixed assets investment projects, in order to better serve the economic development. Using the theory of process management and institutionalized management, this paper discusses the approval procedures on the fixed assets investment projects, and analyzes the problem in the approval procedures, with the sample of Tianjin municipal approval on fixed assets investment projects. It advances some corresponding solving countermeasures with the thinking and way of Internet, so as to establish a set of more efficient and convenient approval process paradigm on the fixed assets investment projects, and provide new ideas for the administrative approval system reform. First, This paper points out that the background of this research is the development of market economy and the reform of administrative examination and approval，and illuminates the research significance about the approval process optimization on the fixed assets investment projects, and it expounds the main contents and the research methods. Next, this paper reviews the theory of process management and institutionalized management, and we should pay more attention to the process reengineering and the system constraints, which is the main idea of the process optimization. This paper also specifically introduces the relevant concepts of the fixed assets investment projects and administrative approval, and makes it clear that the research object are the government fixed assets investment projects and the enterprise fixed assets investment project approval process. This article discusses the necessity of the approval process optimization on the fixed assets investment projects in the angles of market economy, government function transformation and law-based administration of government, and in-depth analyzes the problems existing in the approval process on the fixed assets investment projects of Tianjin. Then this paper put forward five principles on the approval process optimization, that includes the combination of vertical and horizontal, the unification of the power, responsibility and interests, streamline and efficient, low cost and facilitation, specification and standardization. With reference to the successful experience of Tianjin reform, we optimize the process of the administrative approval, and also compares the effect after process optimization with before. This article is concerned about the electronic approval and the construction of the information network platform, as the key in the approval process optimization scheme on the fixed assets investment projects. Finally, this paper summarized the conclusion and the innovation in this research, and points out the deficiencies and future research direction. The innovation of this article lies in the study on reform of administrative system by the theory of process management and institutionalized management, and the discussion about the approval process optimization on the fixed assets investment projects, and this paper try to think and explore the new models of network approval in the "Internet +" way, which is also the focus of the next research direction.
