中文摘要:电信产业是一个国家支柱性产业,世界上大多数国家都把发展电信产业作为国家的首要战略任务,纷纷制定政策措施,调整资源投入,努力促进本国电信企业的发展。对于已经持续高速增长多年的中国电信业来说,其收入和业务总量增速呈现出长期放缓的趋势。作为中国经济中的一个部门,电信产业在进行结构升级的同时,正在面临关键的窗口机遇期。从传统业务的角度来说,语音替代正在加速发展,流量业务在较长时间内处于一个失衡的状态。从长期趋势上来看,电信产业的产业增长动力被迫从投资驱动向创新驱动转型。也就是说,电信行业的增长将从以技术带动和投资驱动为主导,转变为以应用创新和信息服务驱动为主导。从创新主体的角度来说,电信行业也从以运营商和设备商为主导,转变为以顾客为主导,电信行业正在经历着从生产者主导向消费者主导的转变过程。长远来看,电信行业即将进入一个以模式创新和业务创新驱动的新时期,可持续增长的规模性市场将不会在这个时期存在。因此,电信行业需要专注于每一个细分市场,创造收入。此时,集约化战略就成为中国电信企业发展的必要手段和途径。企业的集约化战略管理问题,是企业战略研究的一个重要理论议题,同时具有十分重要的实践指导意义。电信企业在经济全球化的背景下,其生产、组织、维护等各个环节都更加充满了复杂性。如何合理地构建科学的电信企业集约化战略体系,如何更有效的满足其管理的需要,必然是理论和实践亟需解决的首要问题。源于当前紧迫完善电信企业集约化战略的战略制定,以及提高电信企业集约化战略实施的效率效果,对电信企业集约化战略进行进一步的细化研究是十分必要的,且具有较为重要的现实意义。要有效地实现集约化战略,电信企业就要重视对智力资本的利用。在智力资本所扮演的角色愈发重要的环境下,运用智力资本对价值链各环节实现优化重组,可以在降低经济成本的同时提高生产效率,保证资本的密集投入与节约使用,在企业资源的配置过程中发挥导向作用,实现企业资源的有效配置,从而有利于集约化战略的顺利进行。中国已经从工业社会步入信息社会,进入所谓的“知识经济的时代”,这意味着企业越来越关注自身在社会经济生活的作用,人的因素越来越多地得到企业的认同。同时,实践发展表明,智力资本作为一种无形资源在企业中发挥着越来越重要的作用。随着经济全球化的发展,企业的经济价值、经济增长和战略实力,均来自于智力资本的扩张,智力资本将是决定电信企业集约化发展的最重要的资源。本研究在对电信企业资源特征分析的基础上对智力资本进行分类,首先分析电信企业的定义与特征,探讨电信企业、智力资本和集约化的定义以及发展趋势,进而进行理论组合集成和综述,包括智力资本理论、集约化理论、价值链配置方面的理论等。其次,提出研究模型与理论假设,主要包括电信企业基于智力资本的集约化战略模型的构建思路以及电信企业的集约化战略维度构建,主要从技术领先战略、开放创新战略和伙伴关系战略三个方面进行分析;再次,进行实证研究设计,主要包括:调研对象的界定及调研流程设计、样本选择标准的确定及样本选择、量表开发及问卷设计三个层面,其中问卷调查从以下四个方面展开:电信企业三种类型的智力资本特征评价;电信企业集约化战略选择评价,调节变量因素对电信企业集约化战略的影响评价;财务绩效方面的评价。最后,基于以上关于电信企业集约化战略从提出问题到解决问题等流程的讨论,基于调查问卷的调研结果数据的统计分析和整理,提出本研究的研究结果、管理启示和政策建议。值得特别提出的是,本研究提出了不同调节变量情境模式下,即运营能力和数字化能力对电信企业所采取的三种不同的集约化战略与财务绩效关系的影响。通过150家电信企业的问卷调查进行实证检验,这些战略的有效性和规律性得到了实证检验。对于面临全球化发展的电信企业来说,这些战略模式提供了值得参考和借鉴的指导建议。 
英文摘要:The telecommunication industry is a pillar industry of a country; most countries in the world are developing the telecommunications industry as the country's most important strategic task, which have formulated policies and measures to adjust resources, efforts to promote the development of domestic telecommunication enterprises. For continuous years of rapid growth of China Telecom industry, its total revenue and business growth is showing a long-term slowdown trend. As a department of Chinese economy, the upgrading of the industrial structure of Telecom is facing critical window of opportunity, which is in the traditional business structure, is accelerating the development of alternative voice traffic, which is in a state of imbalance in the long-term. From a long-term trend, the industrial growth of the telecommunications industry transformed from investment driven to innovation driven. That is to say, the growth of the telecommunication industry will be driven from the investment which formed by technological progress, to the innovation driven formed by information services and application. As for the main body of innovation, it is transformed from operators and equipment manufacturers as the dominant to customer driven. In other words, it is transformed from the producer led to consumer driven. Telecom industry is about to enter a new era of business and innovation driven development model, this period will not include the scale of sustainable growth in the market. In this case, the telecommunications industry needs to focus on each segment of the market, which creating revenue sources. At this point, the intensive strategy has become a necessary means for the development of China Telecom. The intensive strategic management of enterprises is an important theoretical issue in the research of enterprise strategy, and it has a very important practical significance. Telecommunication enterprise in the context of economic globalization, its production, organization, maintenance and other aspects are more complexity. How to reasonably construct the scientific and strategic system of telecom enterprise intensive? How to meet the needs of its management more effectively? Those are the primary problem to be solved in theory and practice. Sources from the urgency of improving the current intensive strategy of telecom enterprises strategy formulation, and improve telecom enterprise intensive strategy implementation effect and efficiency. The detailed study of telecom enterprise intensification strategy is very necessary, and has more important practical significance. In order to implement the intensive strategy effectively, telecom enterprises should pay attention to the use of intellectual capital. As the intellectual capital becoming more and more important, enterprises can use the intellectual capital restructuring each level of the value chain, which can reduce the cost and improve the production efficiency to guarantee the capital intensive investment and the capital savings. It can also play a guiding role in the allocation of enterprise resources; fullfil the effective allocation of enterprise resources, which is conducive to the smooth progress of intensification strategy. China has gone from industrial society into information society, which has entered the so-called "knowledge economy era", which means that the enterprises pay more and more attention to its role in the social economic life, human factors are getting more and more get enterprise recognition. At the same time, the development of practice shows that intellectual capital plays a more and more important role in enterprises as a kind of invisible resources. With the development of economic globalization, enterprise economic value, the economic growth and the strategic strength, are all from the expansion of intellectual capital actually. Intellectual capital is the most important resource decided to the intensive development of telecom enterprises. On the analysis of the characteristics of telecom enterprise resources, this study makes the classification of intellectual capital. Firstly, it analyzes the definition and characteristic of the telecom enterprises, to explore the definition and development trend of telecom enterprises, intellectual capital and intensive, and the theory of integration and combination of review, including the theory of intellectual capital, intensive theory, the allocation of value chain theory. Secondly, this paper proposes research model and hypotheses, including the construction of telecom enterprise ideas and telecom enterprise intensive strategic dimensions, intensive strategy model based on intellectual capital, mainly from the three aspects of technology leading strategy, open innovation strategy and strategic partner analysis. The empirical research design includs: the definition and research process design, sample selection criteria to determine the object of investigation and sample selection. Scale development and questionnaire design can be divieded into three aspects, the questionnaire survey from the following four aspects: the characteristics of intellectual capital evaluation companies to three types of telecom enterprises; intensive strategy evaluation, evaluation of variable factors on telecom enterprise intensive strategy; evaluation of financial performance of the. Finally, based on the discussion above about telecom enterprise intensification strategy from the question to solve the problem such as the process, the questionnaire survey results, data statistical analysis and sorting proposed the study's findings, managerial implications and policy recommendations. Deserves special mention is that this study presents different moderating variable situation model, operational capability and digital capability of telecom enterprises taken three different intensive strategy and financial performance relationship effects. Through the empirical test of a questionnaire survey of 150 telecom companies, the effectiveness and regularity of these strategies are evidenced by the empirical test. To facing the globalization development for the telecommunication enterprises, the strategic model provides valuable reference and reference advice.
