中文摘要: | 在中国当前的能源战略背景下,石油、天然气管道项目将会迎来新的快速发展时期。一方面,“一带一路”的国家战略将会促进油气储运、路桥建设等基础设施建设项目建设的快速推进,跨国石油、天然气油气管道的合作项目将会越来越多。另一方面,随着中国经济水平的提升和经济结构的转型,“减煤、稳油、增气”将成为中国“十三五”期间的新发展方向,这预示了我国在未来的能源建设中将提高石油能源的利用效率并大力发展天然气能源,将会带来国内油气管道网络的重新布局。专家预测,未来几年中国油气管道建设将持续高速发展。同时,国际能源署的相关研究数据也表明,2016年至2020年间,中国年均建设油气管道里程将在在8000公里以上。 在跨境和国内油气管道项目建设逐渐提速的背景下,油气管道项目管理能力低下的问题也日益凸显。如何在油气管道的规划、建设和维护的全生命周期中,提高油气管道项目的管理能力,已成为研究者们关注的重点。许多企业在油气管道建设过程中由于缺乏科学有效的项目管理理论与管理方法,导致出现了管理问题频现、工期严重推迟和资源效率低下的种种问题,一定程度上成为了制约油气管道建设行业发展的重要制约因素之一。本研究在深入调研的基础上,通过对现有项目管理理论的梳理与回顾,以项目全生命周期与全团队集成管理为理论基础对油气管道项目管理模型与方法展开了研究。 基于上述的研究目的,本文的研究内容包括以下几个方面:其一,对现有的项目全生命周期管理理论和项目全团队管理理论进行梳理,并对油气管道项目的全生命周期管理理论、全团队管理理论以及全生命周期与全团队集成管理理论进行系统的总结。其二,在长期、深入的实际调研基础上,本研究对Z公司H油气管道项目进行探索性案例分析,识别油气管道项目的全生命周期与全团队集成管理特性,并分别构建全生命周期与全团队集成管理配置模型与方法、全生命周期与全团队集成管理过程模型与方法和全生命周期与全团队集成管理提升模型与方法。其三,本研究进一步构建了油气管道项目全生命周期与全团队集成管理配置能力,油气管道项目全生命周期与全团队集成管理过程能力以及油气管道项目全生命周期与全团队集成管理提升能力对项目绩效的作用关系模型,通过对215份有效数据的实证分析,验证了相应假设和研究构建的模型与方法的普适性。 本研究的创新点可以概括为:第一,在油气管道项目探索性案例研究的基础上,建立油气管道项目全生命周期与全团队集成管理模型;第二,在油气管道项目全生命周期与全团队集成管理模型的基础上建立油气管道项目全生命周期与全团队集成管理方法;第三,从全生命周期与全团队集成管理的视角定义油气管道项目的管理能力和管理提升能力的构成要素。 | |
英文摘要: | Under the new “One Belt and One Road” strategic circumstance in China, most countries along this area have brisk demand for infrastructure construction projects, such as oil and gas storage and transportation, road and bridge Construction and so on. In the current situation, there will be increasing number of multinational cooperation of oil and gas pipeline project (refers to pipeline project in this research). Furthermore, with the continuous improvement of Chinese economic development, the demand for oil and gas is rising in China. During the 13th Five Year planning conference, China puts forward the "reducing coal, stabilizing oil, and increasing gas" energy reform direction, which indicates that China will boost the use efficiency of petroleum as well as the development of the gas energy. In the next few years, the rapid growth of Chinese oil and gas pipeline construction will be sustaining. According to the international energy agency, China's average annual oil and gas pipelines construction mileage will be above 8000 kilometers from 2016 to 2020. As the gradually development and expansion of the oil and gas pipeline projects internationally and domestically, the problem is also growing because of the poor management ability. The researchers start to put their attention on the ways for improving the management ability of oil and gas pipeline projects. When construct the oil and gas pipeline projects, many problems have taken place in enterprise management, for instance, the incomplete integrated management in the perspective of the life cycle leads to the negligence of some other stakeholders’ interests or the lack of whole team integrated management approach results in frequent contradictions and conflicts between the project participators. On the basis of in-depth analysis upon this issue, this study builds the management mode and method for oil and gas pipeline projects with the theoretical basis of life cycle and all stakeholders integrated management by combining the existing project management theory. First, The life cycle management theory and all stakeholders management theory has been summarized in this study. Second, On the basis of life cycle management theory and all stakeholders management theory, the exploratory case study for H oil & gas pipeline project of Z company was made in order to recognize whole life cycle phase and the specific stakeholders. Then, the study built the integrated management mode and method of life cycle and all stakeholders for pipeline project. According to the purpose of this study, the empirical hypotheses are made as follows: there is positive relationship between the management capability of integrated management approach between life cycle and all stakeholders and project performance; there is positive relationship between the process management ability of integrated management approach between life cycle and all stakeholders and project performance; there is positive relationship between the improving ability of integrated management approach between life cycle and all stakeholders and project performance. Enterprises and organizations who have participated in the activities of a oil & gas pipeline project are used as the main investigation objects of the empirical analysis. 215 copies of questionnaire are collected. By making factor analysis and multiple regression analysis, empirical analysis results are made to support the hypothesis. Innovation Points of the study could be concluded as follows: the model of integrated management between life cycle and all stakeholders for oil & gas pipeline projects are built according to the results of exploratory case study, the method of integrated management ability between life cycle and all stakeholders for pipeline projects is created on the basis of this model; the management ability and management improving ability for pipeline projects are redefined in the perspective of integrated management between life cycle and all stakeholders. | |
