中文摘要：	需求管理是软件开发项目管理的重要内容之一，是现代项目管理理论和需求工程理论相融合的产物,从需求管理入手提高OSS软件开发项目的项目管理水平是电信运营商必须关注的一个问题。 本文在理论回顾的基础上，首先分析了OSS软件开发项目的需求管理现状，包括该类项目的项目背景、该类项目的独特性以及该类项目现阶段在需求管理工作中存在的主要问题；然后提出了该类项目的需求管理过程模型，并重点研究了需求管理过程中各个阶段的管理方法；最后结合天津联通资源管理系统软件开发项目，分析了该需求管理过程模型在实践中的应用情况。本文在研究过程中将项目管理学理论与需求工程理论充分结合，通过案例分析以及文献研究等方法，总结出了一套对实践操作具有一定指导意义的OSS软件开发项目需求管理方法。 本文通过研究认为，OSS软件开发项目需求管理过程通常包括三个阶段，分别为需求调研阶段、需求开发阶段和需求维护阶段，这三个阶段和项目生命周期的各个阶段紧密结合，并且贯穿项目的整个生命周期。需求获取、需求分析、需求变更管理、需求状态管理和需求文档管理是需求管理过程中的关键活动。OSS软件开发项目必须在电信运营商成立的项目管理小组的组织下开展需求的全过程管理，在需求调研和需求开发阶段引入增量迭代的思想开展需求获取和需求分析，在需求维护阶段将需求变更、需求状态和需求文档的管理有机结合，使需求变更能够受控、有序地进行。本文的主要创新之处在于针对电信领域的OSS软件开发项目，提出了具有一定独特性的需求管理过程模型和需求管理方法，比较符合OSS软件开发项目需求管理的实际情况，对实践工作有一定的指导意义。
英文摘要：	The requirement management is one of the important parts of the project management of the software development, which is the integration production of the theory of the modern project management and the theory of the requirement engineering. How to improve the project management of the OSS software development project, based on the requirement management, has already been the problem that must be well-considered by the telecommunication service corporations. In this thesis, we first summarized the basic theories and the situation of the requirement management of the OSS software development project. Then, we presented a process model of the requirement management in such projects, and extensively researched on the management methods in each parts of requirement management. Finally, we analyzed the situation of the practical utilization of the process model we presented, in the development project of the system software of the resource management in Tianjin Unicom. In this thesis, based on the analysis of the practical examples and theoretical researches on documents, we took into account of both the theories of the project management and the theories of the requirement engineering, and presented a suit of the requirement management methods of the OSS software development project, which has the instructive effect to the practical working. Based on our researches in this thesis, we draw the following conclusions. First, the extensively all-round requirement management must be taken by the project management group of the telecommunication service corporations, in the OSS software development project. Second, the increment iteration method should be introduced in the requirement acquirement and analysis, during the phrases of the requirement investigation and requirement development. Finally, requirement change, and management of the requirement states and the requirement documents should be effectively organized in the phrase of requirement maintenance, to achieve the controlled and sequential realization of requirement change. The main innovation of our thesis is that we integrated firmly each phrases of the life period in the OSS software development project, and divided requirement management of such projects into some special phrases, including requirement investigation, requirement development, and requirement maintenance. The process model of requirement management involves several key activities: requirement acquirement, requirement analysis, requirement change. we presented a special process model of requirement management and a method of requirement management, which accords to the practical situation of requirement management of OSS software development.
