中文摘要：	公共图书馆建立理事会制度符合我国事业单位管理体制改革的大趋势，满足我国公共图书馆管理体制改革的需要。目前我国已经有六十多家不同级别的公共图书馆成立了不同类型的理事会，这些理事会通过实践积累了一些适合我国国情的经验，但同时也遇到一些亟待解决的问题。 本文首先界定了公共图书馆理事会制度的相关概念，总结了新公共管理理论、治理理论、委托代理理论和群众决策理论等理论基础，回顾了国内外的相关研究成果。然后在总结以美国、英国、澳大利亚和韩国为代表的国外公共图书馆理事会制度的成功经验以及我国公共图书馆理事会制度建设现状的基础上，运用案例分析法，以深圳图书馆、福田区公共图书馆、宝安区图书馆为研究对象，总结了现阶段这三家公共图书馆理事会建设的基本情况、职能定位、理事会的结构、理事的产生、理事会运行、理事会配套规制度，并评价了其取得的成果和存在的问题，并就理事会的筹备、定位、性质、理事队伍、基本职能、决策支撑体系和权利转移等方面进行了横向比较和分析，最后提出了我国公共图书馆理事会制度实现的合理路径，即试点先行向逐步推广有序覆盖、咨询议事向决策监督逐步转变、单一形式向多种类型不断发展，并从法律层面、政府层面、理事会层面和图书馆层面提出了路径实现过程中的保障措施。 公共图书馆实行理事会制度是政府转变职能、事业单位体制创新的重要手段，有助于推进政事分开、管办分离，吸纳社会力量参与治理，形成公共图书馆多元治理的格局，但是在推行过程中要注意：一，需要多方相互配合、共同努力；二，要立足于本馆事业基础；三，要遵循序渐进的原则。 本文的研究创新点在于：通过案例研究对深圳市三家公共图书馆理事会建设模式进行总结和横向比较，提出了适合我国国情的科学的公共图书馆理事会制度发展合理路径，并从多个层面层面提出了实现这一路径的保障措施。图8幅，表15个，参考文献101篇。
英文摘要：	The establishment of board of trustees system in public library is in line with the trend of the public institutions management system reform and meet the requirement of public library management system reform in our country. At present, there are more than 50 different levels of the public libraries that have established different types of board of trustees in China. They have accumulated some experience for China's national condition through practices, and also encountered some problems. By using the New Public Administration Theory, Governance Theory, Principal-agent Theory and Group Decision-making Theory, the essay summary the successful experience of foreign public library board of trustees and the present situation of China's public library board of trustees, then take Shenzhen Library, Futian public Library and Bao’an Library as cases, analyze the operative mode of the 3 public library board of trustees and make a horizontal comparison and analysis in the 3 public library board of trustees, ultimately put forward reasonable paths of public library board of trustees system and preventive strategies from the concept level, legal level, government level, trustees level and library level. The innovation of this paper is making a summary and horizontal comparison of the three public library board of trustees modes, presenting scientific and reasonable public library board of trustees development paths that suitable for China's national conditions, and proposing countermeasures to achieve these paths.
