| 中文摘要: | 出租车是现代城市交通出行的重要组成部分,和城市居民的生活息息相关,但由于出租车行业在发展中一直受到数量限制和准入管制的桎梏,使得出租车市场长期处于供不应求的状态,并不断暴露出市场垄断、黑车滋生等行业问题。随着移动互联网技术的进步,互联网+出租车的新产物网络租约车诞生,依靠其技术优势和共享经济的创新理念,快速占领市场并不断扩张,给行业带来了发展的突破口,同时也引发了传统出租车的不满和政策制定者的担忧。 本文从管理制度的角度出发,针对目前对网约车和传统巡游车设计管理制度的讨论焦点,首先对传统出租车行业制度进行分析,讨论传统制度具有的局限性及其对行业造成的不利影响;接着通过数学建模,分析出租车行业的垄断危害和网约车的出现对社会福利的影响,一方面论证了出租车行业垄断的危害和网约车存在的必要性,另一方面揭示出网约车的长期健康发展需要合理的管理制度;另外,本文从时间价值角度进一步分析网约车对提高运输效率的贡献,论证网约车在缩短交通运输中德时间距离方面的能力;最后,结合以上的分析论证,对比传统出租车行业制度的局限性,并借鉴国外相关制度设计,对我国的网约车行业制度进行设计。 本文得出以下结论:出租车公司性质极为特殊,传统出租车公司之间形成卡特尔,在行业中处于垄断地位,可以对管制单位形成管制俘虏;网约车将打破传统出租车的垄断地位,降低竞争均衡价格,消费者获益,出租车公司利润降低;无论从社会福利角度还是时间价值角度考虑网约车的存在和健康发展都应该得到社会的认可和政府的保障;网约车需要适当的监管,要在创新思维下对网约车的监管制度进行设计。 | |
| 英文摘要: | The taxi plays an important role in urban traffic system, closely linked with people's life. But the development of taxi was always limited by the quantity control and price control of government. With the progress of mobile Internet technology, a new type of taxi, online taxi service came into being, bring a breakthrough to the development of industry with its convenient use, quick response and high quality of service, but also led to the dissatisfaction of the traditional taxi and the concern of policy makers. From the perspective of management system, this paper discusses about the current topics on the design of the system. Firstly, by the analysis of traditional taxi industry management system, this paper discusses the adverse effects which are caused by the management limitation. Secondly, analyze the monopoly harm of taxi industry and the impact that online taxi service bring to the social welfare through building mathematical model to prove the existence necessity of the online taxi , and reveal that the long-term healthy development of it need a reasonable management system. From the view of time value, this paper further talk about its contribution to improve the transport efficiency. Finally, combined with the above analysis and demonstration, compared with the limitations of the traditional taxi industry system, and foreign related system design, this paper design the industry rule of China's online taxi service platform. The main conclusions are as follows: the taxi company’s property is very special, which can control the government in some way. Online taxi service platform will break the monopoly of traditional taxi, reduce the competitive equilibrium price and Taxi Company’s profit. No matter from the view of social welfare or time value to consider, the existence and healthy development of online taxi service should be recognized by the society and guaranteed by government. Government should design the car's regulatory system in an innovation way of thinking. | |
