中文摘要:送变电施工企业是专门承担输电线路架设、变电工程施工、输变电线路及设备巡检、土建施工、装饰装修等电力工程的国有电力施工企业。近年来,全球能源互联网的兴起,迫切需要我国送变电施工企业提高国际输电线路建设工程的技术能力和项目管理能力。但目前我国送变电施工企业主要投标完成系统内网省公司下达的基建任务,企业竞争意识不强,工程项目建设及管理主要关注于工期、质量、安全,忽视单项工程盈利水平。企业主要是职能型经营管理模式、管理粗放,在工程管理上虽引入项目管理思想,但由于组织结构问题,导致企业内部责任不清,项目管理过程割裂。因此,如何构建送变电施工企业项目导向型组织管理模式,是理论和实践上亟待解决的问题。本文以送变电施工企业项目导向型组织管理模式作为研究突破点,通过对项目、项目管理、项目导向型组织等相关理论进行回顾,为构建送变电施工企业项目导向型组织管理模式提供理论基础。论文重点分析了送变电施工企业独特性、企业管理模式和项目管理模式及其存在的问题,提出了构建送变电施工企业项目导向型组织管理模式的原则和指导思想、构建的模型和内容以及实施的方案和效果。论文最后以天津送变电工程公司为例,对上述提出的方案进行实证,将理论与实践进行结合。论文认为,要构建项目导向型组织结构,除了职能部门,需根据具体项目成立的各个项目部临时部门;同时,通过建立与项目导向型组织结构相匹配的管理机制,职能部门与各施工项目部建立起联系,确定各主要部门与关键岗位的职责;还要考虑平衡企业的相关利益主体。论文把项目管理和项目导向型组织理论运用到送变电施工企业项目导向型组织管理模式中,具有一定的应用创新价值。在全球能源互联、特高压建设走向世界的背景下,本文从项目组织结构设计角度研究项目导向型管理模式,为送变电施工企业项目管理水平的提高提供了创新的思路,为送变电施工企业如何建立项目导向型组织提供了理论和实践价值,对我国送变电施工企业组织管理模式创新和变革有着一定的实用价值和现实意义。 
英文摘要:Power transmission and transformation construction enterprise is a special commitment to erecting power transmission line and electric power engineering electrical engineering construction, transmission lines and equipment inspection, construction, decoration, such as state-owned power construction enterprise. In recent years, the rise of the global energy Internet, urgent need for our country to send electrical construction enterprises to improve the international transmission line construction project of the technical ability and project management capacity. Enterprise is mainly functional management mode, management, although the introduction of project management ideas, but due to the organizational structure of the problem, resulting in internal responsibility of enterprises is not clear, the project management process. Therefore, how to build the project oriented organization and management mode of the construction enterprise is an urgent problem to be solved in theory and practice. In this paper , in order to send change electric construction enterprise project oriented organization management mode as the breakthrough point, through the review of the related theories of project, project management, project oriented organization, for the construction of transmission and electric construction enterprise project oriented organization management mode to provide a theoretical basis. The paper analyzed the transmission and electric construction enterprise unique, enterprise management mode and project management mode and existing problems, put forward the construction of the transmission principle of electric construction enterprise project oriented organization management mode and the guiding ideology, constructing the model, content, and the implementation scheme and effect. At the end of this paper, taking Tianjin power transmission engineering company as an example, this paper makes an empirical study on the proposed scheme, combining theory with practice. Thesis believes that to build a project oriented organization structure, in addition to functional departments, according to the establishment of specific projects of various projects department temporary department; at the same time, through the establishment and project oriented organization structure to match the management mechanism, functional departments and the Ministry of construction project establish contact, determine the duties of each major department and key positions; but also consider the balance of stakeholders. In this paper, the project management and project oriented organization theory is applied to the project oriented organization management mode of the transmission and transformation project, which has a certain application value. Under the background of global energy interconnection, UHV construction to the world, this paper from the point of project organization structure design project oriented management pattern, for the improvement of power construction enterprise project management level provides innovative ideas, for transmission and transformation power construction enterprises how to establish the project oriented organization provides a theoretical and practical value for China's construction enterprise organization management mode innovation and change has a certain practical value and practical significance.
