中文摘要：	近年来我国经济得到了非常迅速的发展，人们生活水平也得到了非常显著的提高，所以人们对基础生活质量提出了较高的要求，不管是从政府角度还是从社会、居民自身的角度来说都对生活垃圾的收运方式提出了更高的要求。目前在国际上比较先进的垃圾收运系统是垃圾气力运输系统，其非常显著的优势就是清运及时、工作效率高，以及交通量小的特点，得到了很多国家的认可，是非常值得推广的一种生活垃圾运输系统。 由于此类基础设施类投资项目在国内尚处于起步阶段且投资额比较大，可借鉴经验较少。且国内对于垃圾气力输送项目的研究大多处在技术研究阶段，缺少对此类项目的环境影响评估和社会影响评估，所以为了有效的保障垃圾气力输送项目的投资正确性，必须对项目进行前评估研究，故本文在投资项目评估知识的基础之上对此项目各种影响因素进行了详细的分析与总结。目的是构建一个与垃圾气力输送项目的评价指标内容相适应的研究，为垃圾气力输送项目投资决策提供重要依据，保证投资决策的科学性和客观性。 项目前评估研究是项目筹备，投资决策中必不可少的环节，本文采用理论研究与应用研究相结合的方法，引用国内外研究文献对选题的目的意义进行了系统的阐述分析，并且依据X新城中部片区垃圾输送项目的实际情况对该项目的必要性以及设计方案的先进性、技术的合理性进行了科学的分析，在可行性评估方面主要从财务情况以及对环境的影响、社会的影响三个方面进行详细的分析。其中财务分析部分主要是对项目的投资金额，项目资金的筹措以及应用进行了详细的规划，此外还包括了项目的盈利 ，由此得出该项目财务可行。而社会效益评估主要是从生态建设方面、环卫形象以及社会能力、推广需求四个方面进行了科学的评估，由此得出气力输送项目的社会可行的结论；对环境的影响分析方面，主要通过对废水、废气以及噪音、固体废弃物等几个方面对环境的影响进行了科学的分析，以此得出环境的可行性分析。最后，在前者研究的基础之上得出了X新城中部片区生活垃圾气力输送项目是可行的结论。本文的评估研究可以为我国其他城市生活垃圾收运模式建设之前的评估提供参考。
英文摘要：	In recent years, China's economy has been very rapid development, people's living standard has also been significantly improved, so people on the basis of the quality of life also provided the higher requirements, environmental protection concept has been widely accepted, especially in cities and towns, because will produce a lot of waste, and garbage directly affects the people's quality of life, whether it is from the point of view of the government or from the perspective of the society, the residents are living on garbage collection method provides higher requirements. At present on the international advanced waste collection and transportation system is rubbish pneumatic conveying system and its significant advantages is the removal of timely, high work efficiency. In addition, it has the characteristics of small amount of traffic, so is has been recognized by many countries, is very worthy of the promotion of a life of garbage transportation system. Due to the infrastructure investment projects in the country is still in its infancy and the amount of investment is relatively large, can learn from the experience of less. Domestic for garbage pneumatic conveying research projects are mostly in the stage of technical research, lack of such a project environmental impact assessment and social impact assessment, so in order to effectively protect the garbage pneumatic investment is correct, so we must invest in the project before can be analysed, so in this paper in project investment assessment knowledge on the basis of this detailed analysis and summary.The content of various factors that need to be considered before the construction of the garbage pneumatic conveying project is evaluated. The purpose is to build a research on the content of evaluation index of the garbage pneumatic conveying project, to provide an important basis for the investment decision of the garbage pneumatic conveying project, and to ensure the scientific and objectivity of the investment decision. One of the financial analysis is mainly on the project investment, project funds raising and application of detailed planning, in addition to the profitability of the project, which the feasibility of the project finance were detailed analysis. The social benefit evaluation is mainly from the image of the ecological construction, sanitation and social ability, extension needs four aspects of scientific evaluation, resulting in a pneumatic conveying the economic feasibility of the project analysis; environmental impact analysis, mainly through the analyses of the effect of wastewater, exhaust gas, noise, solid waste and other aspects of environmental science, in order to get the environmental feasibility analysis. On the basis of the former research, it is concluded that the project of the pneumatic conveying system of the life garbage in the central area of the central area of X is feasible
