中文摘要:M公司是本文作者效力的一家著名欧洲企业。目前在国内已经形成以大中华区投资公司为核心,生产工厂、销售公司和售后服务公司为一体的商业集团。 本文首先在目标管理与集成管理的总体管理思想基础上,采用供应商绩效管理与整合、供应商分类与战略供应商管理、集中采购与逆向竞标等管理方法并采用绩效评估加权法、供应商细分矩阵和采购管理系统化和流程化等理论工具来介绍相关理论。 其次通过对M公司采购与供应商管理现状的介绍,依据以上理论分析M公司在采购与供应商管理方面的问题,包括供应商整体素质的下降、供应商数量的快速增长导致管理成本上升、与战略供应商合作效率低下、采购内外部冲突导致采购环境恶化。并分析其问题产生的根源,一方面M公司供应商管理指标体系局限于硬性指标,另一方面采购管理的发展阶段停留在小采购角色定位阶段。 再次,运用以上管理理论、方法以及理论工具提出M公司采购与供应商管理问题的改进方案。从全面运用供应商管理指标体系的目标管理方向和提升采购管理发展阶段的采购集成管理方向作为基本原则与思路,结合M公司的供应链特点,从供应商的评估与整合、供应商分类与战略供应商合作、集中采购与逆向竞标的方向提出问题的改进方案设计,并提出相关的保障措施以及未来的发展方向。 最后,本文通过分析M公司采购与供应商管理的问题与阐述相应的改进方案与实施,提出总结性的观点结论。以及下一步研究的重点将是通过对企业的供应管理研究来找到如何通过采购和供应商管理的完善来使整个供应链实现增值的方式。  
英文摘要:M is a famous European company which is the author of this article. At present in the country has been formed to greater China investment company as the core, the production plant, sales companies and sales of Service Corporation as one of the business group. Firstly on target management and integrated management of the overall ideological foundation of the management, the supplier performance management and integration, supplier classification and strategic supplier management, centralized purchasing and reverse auction management methods and the performance evaluation weighting method, suppliers subdivision matrix and procurement management system and the process of theoretical tool to describe the relevant theory Followed by the introduction of M company purchasing and supplier management status, on the basis of the above theoretical analysis of M company in purchasing and supplier management problems, including the rapid growth of the decline in the overall quality of the supplier, the quantity of suppliers lead to rising in management cost, and strategic supplier cooperation inefficiency, procurement, internal and external conflicts lead to purchasing the deterioration of the environment. And analysis of the root causes of the problem, on the one hand, M company supplier management index system is limited to rigid targets, on the other hand, the development phase of procurement management remain in the stage of small procurement role positioning. Again, use the above management theory, method and theory tool to put forward the M company procurement and supplier management improvement project. From the comprehensive use of index system of supplier management and target management and enhance the purchasing management development stage of integrated procurement management as the basic principles and ideas, respectively from the procurement and supplier performance evaluation and integration, supplier classification and strategic supplier management, centralized purchasing and reverse auction aspects respectively improved scheme. And then discuss the improvement scheme how to implement in M company, specific implementation measures including update purchasing process, to establish a more comprehensive and formal performance assessment and integration of the system, develop strategic suppliers early introduction of process and purchase negotiations and procurement management talent cultivation raising, reported on the corresponding security measures including multi sectoral coordination and control of the total cost of purchase, reflecting the supplier management index value system, the establishment of new pattern of purchasing and supplier management. As well as the follow-up development direction, including the establishment of the supply chain level of procurement management thinking, mining procurement and supplier management system and the value of the process. At the end of this paper, the next step will be to find ways to increase the value of the whole supply chain through the research of the supply management of the enterprise to find out how to improve the whole supply chain through the improvement of the procurement and supplier management.
