中文摘要：	项目后评价是项目整个生命周期中的重要环节，对完善项目决策、组织实施、提高项目效益具有十分重要的意义。目前现有项目后评价方法已比较成熟完善，但对于供热行业特别是长输供热管道的项目后评价研究不多。本文首先总结、回顾项目后评价的产生、发展历程，归纳项目后评价理论、方法、评价步骤和指标体系。通过总结大口径长输供热管道项目后评价的特点及独特性，建立适合大口径长输供热管道的综合评价体系。然后以天津市城安热电有限公司建设的大口径长输供热管道为例，对项目进行1.单项后评价，运用定性分析与定量评价相结合的方法对项目进行过程后评价和效益后评价；2.综合后评价，对比各综合后评价方法的优劣，选择运用AHP层次分析法，对项目进行综合评价、在一般项目进行项目前后对比、有无对比的基础上，又与行业先进水平进行对比，找出项目优势及不足，并对这些优势及不足进行分析提出对策及建议。本文的研究成果在理论和实践上都具有一定的意义。在理论上，本文建立了大口径长输供热管道项目后评价体系，通过对比各类综合评价方法的优劣，选用层次分析法进行项目综合后评价。这对完善供热行业后评价体系、方法具有一定的推动意义；实践上，一方面，本研究建立的综合评价体系简单易用，适合生产型企业技术人员快速掌握，具有较强的应用价值，另一方面，在一般项目后评价有无对比、前后对比的基础上，选取行业先进项目进行对比，有利于企业对自身进行准确定位，找出项目优缺点，具有较强的实用价值。
英文摘要：	The important link of project post evaluation to the whole life cycle of the project is very important to improve the project decision-making, organization and implementation, and improve the project benefit. The existing project post evaluation method has been more mature and perfect, but for the heating industry, especially the long distance pipeline，the post project evaluation of the project is not much. This paper reviews the origin and development of post project evaluation process, evaluation theory, evaluation methods, steps and index system of induction project. The uniqueness and summarize the characteristics of large diameter long distance heating pipeline project post evaluation, the establishment of comprehensive evaluation for large diameter and long distance pipeline heating system. A case study of large diameter and long distance heat supply pipeline build by Tianjin City, an electric power Co., Ltd. Using qualitative analysis and quantitative evaluation method to evaluate the process of the project and evaluate the effectiveness of the project. Comprehensive post evaluation, after comparing the comprehensive evaluation method of the pros and cons, using AHP, the project of comprehensive evaluation, project of before and after comparison, with and without comparison based on the project in general, also carries on the contrast with the advanced level of the industry, find out the advantages and disadvantages, and the the advantages and disadvantages were analyzed and put forward the countermeasures and suggestions. The research results of this paper have certain significance in both theory and practice．From the theoretical view,the indicator system is set up by Analytic Hierarchy Process comprehensive post-evaluation method is put forward by comparing several comprehensive evaluation approaches.which would perfect the system of post-evaluati Oil in heatingindustry and even promote the development of the entire domestic post—evaluation.From the practically view,for one thing,the indicator system that set up is feasible,which is valuable for projects evaluation in heating industry;for another thing，this study overcomes the short comings of self-evaluation，which favors the enterprises toanalyze the reasons for failure or SUCCESS and coordinate themselves accurately,and is also of great value to practice．
