中文摘要：	集中供热作为城市基础设施的一个重要组成部分，对城市整体环境以及居民基本生活保障等方面起着至关重要的作用，同时也是能源消耗大户。本文的研究意义就在于提高区域供热管理水平，实现供热资源的优化配置，降低单位能源消耗水平，减少烟尘类污染物排放，创造舒适宜居的生态居住环境等。本文以滨海新区供热现状及发展规划为基础，结合国内部分城市供热改革经验，按照科学决策、因地制宜的原则，以供热资源整合作为整合项目，研究提出了供热企业整合项目方案，并利用层次分析法对其进行评价，目标为实现供热资源整合、切实提高供热服务水平、加快滨海新区供热体制改革提供决策参考。 供热企业整合项目的研究背景，以发展实际需求，研究必须解决的问题。学习企业整合的相关理论，参考国内相关企业整合案例，为滨海新区供热整合项目的方案研究提供理论基础。随后调研滨海新区供热企业和热源的现状及发展情况，分析存在的主要问题，提出发展对策。按照供热企业整合的思路、目标和原则，提出适应滨海新区实际的整合项目方案。最后利用层次分析法对提出的三套整合方案进行评价，得到最优方案，为实践决策提供参考，力求确保项目达到预定目标。
英文摘要：	Urban heating as an important part of urban infrastructure, as well as to the overall environment of city residents' basic life safeguard plays an important role, is also a large energy consumption. The research significance of the article is to improve the level of management of district heating, to achieve the optimal allocation of heating resources, and reduce the unit energy consumption levels, reduce dust emissions, creating livable and comfortable living environment and so on. In this paper, based on the present situation and development of Binhai new area heating actual, combined with the domestic part of the city heating reform experience, according to the principle of scientific decision-making, adjust measures to local conditions, with heating resource integration as a whole project , to study and put forward the heating enterprise integration solutions, and by using the analytic hierarchy process evaluation was carried out, in order to realize heating resources integration, heating and improve the service level, accelerate the Binhai new area heating decision-making reference for the reform of management system. Heating enterprise integration research background, facing the development of actual demand, research must solve the problem. Study on the relevant theories of enterprise integration and domestic cities heating case analysis of the consolidation pattern of resources integration, as the Binhai new area heat integration scheme research and put forward the theoretical basis. Research the present situation and development of Binhai new area heating and heat source, analysis the main problems, and put forward the development countermeasures. Binhai new area heating enterprises at present, the brief introduction of enterprise integration of ideas, goals and principles, and to adapt to the Binhai new area actual integration scheme is put forward. Using the analytic hierarchy process (ahp) to evaluate proposed three sets of integration scheme and get the optimal solution and decision-making reference to practice.
