| 中文摘要: | 摘 要 中国已连续11年占居全球钢铁产量第一位,成为世界最大钢铁生产国、消费国和出口国。钢铁企业的快速发展,带动了企业投资规模的不断扩大,造成了钢铁企业大规模的工程项目建设。钢铁企业的工程项目建设与传统建筑企业的工程项目施工不同,它具有工程投资大、涉及的相关专业复杂、工期短等许多特点,这些特点给工程的施工带来了很多质量风险。与此相反,在施工质量管理上,从莱钢或国内其它钢厂的项目建设情况来看,很多方面存在不足:一是建设人员素质有待提高;二是组织管理模式与工程质量管理不适应;三是对大型工程的质量管理从理论上缺乏更高层次的认识;四是有关国家建筑工程验收规范的推广应用还不是很广泛和深入;五是相关的质量管理理论和研究成果,不能为大型冶金建设工程项目的质量管理提供一个全面有效的管理平台;六是缺乏有效的工程质量持续改进工作。 本文应用项目管理的最新研究成果,把项目导向型组织管理理论应用于大型冶金工程建设项目的质量管理。针对施工中出现的复杂多变的质量问题,从组织的项目管理能力、组织结构、质量团队建设、个体管理与开发、学习性组织文化建设等方面入手,去深入分析和论证工程施工中出现的质量问题的原因,建立了项目导向型质量管理应用模型框架。分析了项目导向型组织管理理论在工程项目质量管理中的指导作用,提出了建立以人为本的适应性质量管理模式;分析了项目质量管理团队的建设和组织文化建设对工程项目质量保障作用。 最后,本文结合项目导向型组织管理理论在莱钢工程建设项目质量管理中的应用,验证了本文所研究的内容的有效性和可行性。 | |
| 英文摘要: | Abstract The output of steel in China has been the first in the world in recent 11 years.Now China is the largest country in the producing,consuming and exporting steel.The rapid development of iron and steel companies have made the companies’ investment enlarge and resulted in large-scale engineering construction. Engineering construction project of iron and steel companies differs from traditional construction project.It is characterized by the large investment,broad technology and many specialized subjects and the limited time required for construction.These characteristics result in many quality dangers.On the contrary, there are still some faults in project construction in Laiwu Iron and Steel Company and some other iron and steel works .They are:1) the quality of management should be increased;2)the design of organization configuration can not be fit for quality management of engineering project;3)lack of management thoeries;4)the spread and use of state rules about construction engineering have not been deepened and widen.5)Various quality management principles can not provide an efficient platform for large-scale metallurgical construction engineering;6)lack of efficient and continual improvement of engineering quality. It is the first time to introduce guidance management principles to the quality management of large-scale metallurgical engineering construction project by using the latest achievement in project management.These princiles have been corporated with the practice and guide the real quality management work.Marked achievement has been attained. As the quality problems during the construction are complicated and always changeable,the reasons are analyzed at the basis of management capability,organization and building of project corps and so on.A quality management model which belong to guidence types is established.The guidance action of guidance management principles are analyzed in the engineering quality management.An adaptable quality management model is raised which people are the first.Also,the assurance action of the building of management corps on engineering quality are analyzed. The guidance management principles have been applied to the engineering construction project in Laiwu Iron and Steel Company .The priciples have been proved to be efficient and feasible. | |
