中文摘要：	伴随社会经济的快速发展，招投标的产生是市场经济体制下的必然。1979年，招投标开始应用在建设领域；1984年，国家计委和相关部门共同出台了《建筑工程招标投标暂行规定》；同年底，中国经济贸易部设立专业的招标机构—机电设备招标中心；1985年，国内的专业招标部门纷纷设立。自此，中国的招投标开始走上正轨，工程建设项目招投标制度作为规范建筑市场竞争的一种有效手段，在我国得到了广泛的应用。 国内招投标机制的发展，主要处在社会主义计划经济过渡为市场经济阶段，带有显著的特色社会主义烙印，是国家进行宏观调控的重要方式，现阶段国内建筑行业发展相对成熟，从工程开始的招标到签订施工建设合同，整套流程都具备比较完善的法律规定和制度规范，但因为我国工程建设项目招投标制度形成较迟，招投标市场中还存在着许多不规范的做法，严重影响了招投标制度作用的发挥。工程建设项目招投标管理是建筑市场管理最重要的一个环节，这项工作开展的正常与否，在很大程度上制约着我国建筑市场能否有序发展。通过对工程建设项目招投标进行规范化管理来整顿建筑市场，提高建筑市场管理水平，在目前国际经济一体化的局势下有着举足轻重的意义。 本文详细介绍了招投标的起源和发展，阐述了招投标的基本概念和原则，即“公开、公平、公正、诚实信用”，并对国外招投标活动的发展现状及相关理论进行分析，指出发达国家的相关启示与借鉴。通过理性剖析和思考，解读存在于工程建设项目招投标工作的问题及成因，对这些问题进行研究，在实践观察与理论思考的互动研究中，力争提出一些切实可行、具有价值的改善建议。 论文从规范工程建设项目招投标环境、完善工程建设项目招投标法制建设及监督体系、规范招投标主体行为入手，提出从改进完善工程建设项目招投标相应制度、法规，形成统一、明确、合理、严密、可行的工程建设项目招投标规范体系。讨论了招投标各参与主体的行为，主张规范政府、招标人、招标代理机构、评标委员会、建筑企业的行为，建立相应的约束、规范机制。 文章最后以天津市外环线洞庭路立交项目为例，对其招投标工作流程进行设计，在评标办法上寻求突破，探讨进一步改进评标办法的合理性，建议实行最低价中标法。从而为工程建设项目招投标管理发展的市场化、规范化、专业化提供一些实际基础。
英文摘要：	With the rapid development of social economy, the bidding is the inevitable market economy system. In 1979, the bidding began to be applied in the field of construction; in 1984, State Planning Commission and the relevant departments jointly issued the Interim Provisions on the bidding of construction project bidding. With the end of the year, Ministry of economy and trade of China set up professional bidding organization - Mechanical and Electrical Equipment Tendering Center; in 1985, domestic professional tendering departments have set up. Since then, China's bidding began to get on track, construction project bidding system as an effective means to regulate the construction market competition, has been widely used in our country. Domestic bidding and bidding mechanism of development, mainly in the socialist planned economy transition to market economy stage, with significant characteristic socialism brand, national macroeconomic regulation and control of an important way, at this stage of the domestic construction industry development is relatively mature, started from the engineering recruit standard to sign the construction contract, the entire process have a relatively perfect laws and regulations, but because our country engineering construction project bidding bidding system are formed later and recruit bidding market still exist many not standard practice, serious impact on the bidding system role play. Construction project bidding management is the most important part of the construction market management, the work of the normal or not, to a large extent, restricts the development of the construction market in our country. Through standardized management of construction project bidding to rectify the construction market, improve the level of construction market management, in the current situation of international economic integration has a decisive significance. Are introduced in detail in this paper the origin and development of bidding, expounds the basic concepts and principles of bidding, namely "open, fair and just, honest and credit", and the foreign bidding bidding activities of the development present situation and the related theory analysis, pointed out that developed countries related to enlightenment and reference. Through rational thinking and analysis, interpretation exist in construction project trick bidding problems and causes, the research, in the study on the interaction of practical observation and theoretical thinking, strive to put forward some feasible and has the value of recommendations for improvement. Papers from the norms of the construction project bidding bidding environment, improve the construction project tendering and bidding, construction of legal system and supervision system, standardize the bidding behavior of, put forward improvement project from recruit bidding system, laws and regulations, to form a unified, clear and reasonable, strict and feasible construction project bidding system of norms. The behavior of each participating subject is discussed, and the behavior of the government, the bid inviting person, the bidding agency, the bid evaluation committee and the construction enterprise is discussed. Finally to the outer ring road of Tianjin Dongting Road Interchange Project as an example, the recruit bidding work process design, to seek a breakthrough in the evaluation methods, explore the further improvement of evaluation method reasonable and should implement the lowest bid price method. So as to provide some practical basis for the market, standardization and specialization of project construction project bidding management.
