中文摘要:市政建设项目属于城市基础设施工程,是城市生存和发展必不可少的物质基础,市政项目与人民生活、工作息息相关,是关系到城市居民福祉、提高人民生活水平的良心工程。 目前我国城市化进程不断加快,国家对市政建设的投入不断加大,管理也不但加强,但由于市政项目建设环境复杂,不确定因素多,在项目管理中工程造价极易出现失控现象,把现代管理学知识理论任用到市政项目建设中去,对建设项目进行全过程、全方位、多层次管理,综合运用技术、经济、合同及法律手段对工程造价进行有效控制,使国家有限的基建资金发挥更大的投资效益显得非常重要。 本文在大量阅读文献的基础上采用理论和实践相结合等研究方法,以发现问题→分析问题→解决问题为线索,研究如何对市政建设项目造价进行有效控制,以达到节约建设资金、实现项目价值最大化的目的。 文中从工程造价及工程造价管理的定义开始,分析了国内外工程造价的构成、国内外工程造价计价模式及其优缺点,介绍了目前最新工程造价管理的理论及方法,通过对市政项目建设各阶段的造价管理特点进行深入研究,提出了在设计阶段以加强设计管理、减少施工变更,通过技术经济分析优选设计方案为重点的控制方法;在招标阶段主要通过合同条款约定、工程量清单编制和工程评标为工程造价控制打好基础;在项目实施阶段通过变更管理、索赔管理和结算审核来实施工程造价控制,并以工程案例进行了实证分析。 文中对承包标方“不平衡报价”策略、“低价中标、高价变更索赔”策略进行了研究,在各阶段均有针对性提出了应对措施,有一定的适用性,可供市政建设同行参考。  
英文摘要:Municipal construction falls into the category of the urban infrastructure projects and is an essential material foundation for survival and development of cities. Municipal construction projects are closely relevant to people's life and work and they are the projects of conscience concerning to the well-being of urban residents and the improvement of the people living standards. At present, with China's urbanization process accelerating, the state continues to increase investment in municipal construction, and strengthen the management. However, due to the complexity of the municipal construction environment and some uncertain factors, engineering cost in project management is apt to be out of control. It is of great significance to apply the modern management theory and expertise to municipal construction, exercise full-range and multi-level management in whole processes of the construction projects, effectively control the project cost using comprehensively technological, economic, contract and legal means, so as to enable the state’s limited capital construction fund to produce a greater investment benefits. On the basis of literatures, by combining the theory to the practice and taking “find problems-analyze problems-solve problems” as the clue, this paper studies how to effectively control the cost of municipal construction projects in order to save construction funds and maximize the value of the project. Beginning from the definition of project cost and project cost management, this paper analyzes the domestic and foreign engineering cost, domestic and foreign engineering cost pricing model and its advantages and disadvantages, introduces the most updated theory and method of project cost management, and based on in-depth study on cost management features of various stages of municipal construction, puts forward a method focusing on strengthening the design management, reducing construction modification and selecting the optimal design through technical and economic analysis; in the bidding stage, foundation is to be laid for engineering project cost control by contract stipulations, BOQ preparation and bid evaluation; and in the implementation phase, project cost is to be controlled through the modification management, claim management and audit settlement. This paper also provides empirical analysis on real cases of projects. This paper also studied the "unbalanced quotation", "low bid price change but high claim for modification" strategy practiced by the contracted bidder, and put forward respective measures for each and every stage, which can be applied by municipal construction counterparts.
