| 中文摘要: | 技术改造是企业永恒的主题,是推进产品工艺结构调整、转变经济增长方式的根本途径,也是企业经济效益和市场竞争能力,赖以生存、不断发展的必由之路。因此,企业技术改造的成功与否,直接关系到企业的生存与发展。在市场竞争日益激烈的今天,企业面临更大的机遇和挑战,技术改造在规模、投资、效益等方面大大超过以往,传统的技术改造管理方式和方法已不适应新形势下国有企业技术改造项目的需要。 技术改造项目除具有一般项目所具有的基本特征外,还具有经常性和长期性、多项性和多样性、资源矛盾性、协调困难性等独有的特征,而这些独特性的特征也就决定了技术改造项目的组织管理模式不同于企业内部其他项目的组织管理模式。因此,对莱钢内部的技术改造项目管理的组织结构和模式进行研究,寻找适合莱钢实际情况的、适应性强、规范高效运作的技术改造项目组织管理模式,旨在对技术改造项目进行有效控制和管理,以达到节约投资、缩短工期、保证质量的目的,确保项目顺利竣工投产。本文应用现代项目管理的理论和方法,在莱钢现有组织结构的基础上,按照项目组织的设计原则和要求,设计出一种基于项目管理办公室(PMO)和项目管理团队(PMT)的莱钢技术改造项目的组织管理模型。重点对莱钢技术改造项目组织管理模式的构建进行了阐述,即分别对莱钢技术改造项目组织管理模式中的PMT和PMO的组织结构、人员构成和职责及控制目标进行了详细说明。 本文的创新之处在于:构建了一种基于PMT和PMO的技术改造项目组织管理模式。在这种模式下项目管理团队(PMT)是单个项目实施的组织机构;而项目管理办公室(PMO)是莱钢技术改造项目管理的核心,是项目统一管理的组织机构。这种组织管理模式将莱钢的日常运作与技术改造项目管理有机结合在一起,既可实现对单个项目的规范管理,又能够实现对公司的全部项目进行统一管理,为莱钢技术改造项目的管理提供一条新的思路。 | |
| 英文摘要: | The technological transformations are the eternal subject of enterprises, are the basic way of advancing adjustment of product craft structure and transformation of economy growth way, also, the technological transformations are economic efficiency and market competition abilitythe, the way that must be taken of livelihood and developing unceasingly of enterprises. Therefore, the success or not of the technological transformations for State-owned enterprises, will relate with the survival and the development of enterprises directly. Facing the intense market competition increasingly today, state-owned enterprises faced with bigger opportunity and challenge, the technological transformations become bigger than beforetime in scale and investment and benefit, traditional technological transformations did not adapt the need of the technological transformations, in the way and method of management, of state-owned enterprises under the new situation. Carring on the research analysis to the project management methods, comparing and analyzing to the normal project management methods of owner management and designer management and occupation construction management and management contractor adn so on, the thesis can summarize from the project management methods of technological transformations for iron and steel enterprise that the method of owner managed self was still the main project management method in iron and steel enterprise. second, the investigation and study to the present situation of managment and the question in technological transformations of laiwu steel, can summarize the characteristic of the project of technological transformations for laiwu steel, and obtain the principle of project management methods for technological transformations of laiwu steel unifing the characteristic of organizational structure according to the project organization's principle of design, and designs the management model of technological transformations for laiwu steel in this foundation. thirdly, introduce the proceeding program of technological transformations for laiwu steel based on project management office(PMO) and project management team(PMT) theories, introducing the organization structure and personnel constitution and responsibility and control goal of PMT model in single and specific project of technological transformations. The thesis realizes the effective control and managment to multi-projects of technological transformations, constructing PMO organizational structure based in the project management office in management layer in corporate. The innovation of the thesis: it constructs a project management method of technological transformations based in PMT and PMO. In this method, the thesis constructed the standard method of PMT organization first, and used the concept of PMO regarding to the management of multi-projects and constructed the organizational structure based on PMO, the thesis found a new thinking for constructing the organizational structure reasonable of technological transformations for laiwu steel. | |
