中文摘要:进入21世纪以来,企业面临的环境呈现出越来越强的动荡性、复杂性和不确定性,反映在企业实际经营中顾客需求多元化,员工管理年轻化,产品迭代快速化等多个方面。为应对这一环境挑战,许多企业开始思考组织转型,项目式运作方式成为被企业较为认可的组织形式。企业项目式运作的实质,是遵循自下而上的突现战略和权变灵活的有机逻辑,将传统的分工明确等级鲜明的金字塔组织转变为彼此平等的前台任务团队、中台职能团队和后台领导团队,围绕精准快速为顾客创造价值的目标共同协作。这种组织形态的变化也会带动职能管理的变化,而人力资源新的职能活动也反映着其本身角色的变化。基于这种“组织情境——职能活动——角色变化”顺承演变的逻辑,本文首先从研究背景和问题,研究方法和意义,研究框架和思路几个方面整体概述绪论。其次,深入梳理组织结构相关理论,在对角色内涵和要素解读的基础上,从传统人事管理角色到现代人力资源管理多元化角色两个方面对人力资源管理角色进行文献综述。第三章重点分析企业项目式运作这一情境,从大量企业实际运作的资料中尝试对这一组织情境进行描述和界定并提炼出其突出的五个特征,包括顾客导向、多中心化、权力反转、竞合关系和团队领导。第四章结合这一情境特征,从任务维度、期望维度、关系维度三个方面推演分析项目式运作组织中人力资源管理的职能活动。最后,基于Ulrich人力资源管理四角色模型框架,构建人力资源管理角色和职能的十二方格,从中分析人力资源专业人员在战略参与者、变革代理人、行政管理专家、员工贡献者四个角色的增减变化,并对人力资源专业人员提供建议。 
英文摘要:In the 21st century, the environment which enterprises face is becoming more volatile, complex and uncertain. For example, the needs of customers become diverse, the employee are younger, the product and service are changing more rapidly. In response to this challenge, many enterprises begin to think about organizational transformation, project-based mode is accepted by more and more enterprises. In fact, project-based mode adopted this logic: The strategy enterprises follow is from bottom to top and the management mind is flexible. Project-based enterprise is composed of task team, function team and leader team. This three team collaborate together surround on the customer needs. Of course, changes in the organization structure will drive the change of business management, the change of human resource management also reflects in its roles. Based on this "organizational context - functional activities – roles change" logic, the research firstly introduce its background and issues, methods and research significance, research framework and so on. Secondly, we build an explanation of the organization structure theory. Based on the roles theory, we then review the human resource management roles from the traditional and modern two aspects. The third chapter focuses on the project-based context. We try to define the project-based context and abstract five prominent features of project-based enterprises from a great deal of cases, including the customer first, more than one center, the power reversion, the relationship between compete and cooperation and project team leader. From then on, considering those five features, we analyze the human resource management activities in project-based enterprises from three aspects: task, expectation and relationship. At Last, based on the four human resource management roles of Ulrich, the paper build the twelve pane though the former analysis of the activities and roles. From this, we can analyze the change of human resource management four roles, which means the changes of strategic partner, change agent, employee champion and administrative expert. Finally, we supply some special advices to those human resource management group.
