中文摘要:摘要 公路行业是国民经济的基础行业,更是社会进步的服务行业。与天津经济社会发展的要求相比,公路还存在设施量不足,尚未进入良性循环状态的问题,公路建设养护资金缺口仍在增大。本文基于破解公路发展难题、促进天津公路事业进一步发展为目的,从分析制约天津公路发展的因素出发,探讨将全寿命周期成本理论引入到公路设计、建设、养护、改扩建的不同阶段,并将其运用到公路管理的全过程中。 公路作为特殊的公共产品,包括设计、生产、使用直到报废后的处理等产品寿命周期的所有环节。本文在对公路行业各环节发生的成本进行剖析的基础上,分析发现近年来天津公路行业将全寿命周期成本理论应用到某些公路项目后,在节约公路投资,延长公路使用寿命等方面初步显现出良好的效果。 本文认为,全寿命周期理论可以应用到公路设计、建设、养护、改扩建各阶段,同时全寿命周期成本理论不仅可用于某个公路项目,而且如果将天津公路网作为一项公用产品,同样能用全寿命周期成本理论进行分析研究。本文还指出,对于公路建设和养护来说,融资方面的保证是贯彻全寿命周期成本理论的根本途径。 目前国内全寿命周期成本理论涉及公路领域很少,希望本文的研究能够对天津公路行业的成本管理和进一步发展起到一定的借鉴作用。  
英文摘要:Abstract Highway industry is not only the infrastructural industry in national economy but also service trades reflecting social progress. Compared with the social development demands in Tianjin, there are some problems in the development of highway, such as insufficient amount of equipments, not being at the state of virtuous circle, and increasing fund insufficiency concerning highway construction & maintenance. In order to solve the issue related to highway development and to improve the level of Tianjin highway industry, this essay analyses the obstacles binding Tianjin highway development, and studies introducing the theory of Life Cycle Costing into the whole process of highway management, including highway design, construction, maintenance, reorganization and expansion. As a special public product, highway also involves all of steps of product life cycle including design, production, utilization, and disposition. Based on the analyses of life-cycle cost of every step in highway industry, this essay concludes that after adopting the Life Cycle Costing theory in Tianjin highway industry, good effects has been seen such as decreasing highway investment and expanding the highway service life. The Life Cycle Costing theory can be applied into all of the stages of highway construction, such as design, construction, maintenance, reorganization and expansion. Moreover, not only a certain project of highway, but also the whole Tianjin highway industry can the Life Cycle Costing theory be spread. And finally, this essay points out that for the highway construction and maintenance, sufficient funds are most critical way to assure the application of Life Cycle Costing theory. At present, there are few studies about application of Life Cycle Costing involving highway industry. It is expected that this essay may give some reference on the cost management and further development of Tianjin highway industry.
