中文摘要：	电视图书馆是在对文本、图像、声音、视频、图形等信息进行“电视化”处理的基础上，利用数字电视载体，使用户随时随地阅读、查询、观看图书馆提供的信息与资源。国外图书馆的电视服务研究始自上世纪70年代，积累了丰富的研究成果和实践经验，国外大量研究和实践表明，数字电视媒介是实现泛在图书馆服务创新的一种重要方式。而在国内电视图书馆建设热潮高涨，但缺乏系统的构建策略研究。本研究旨在分别总结国外和国内图书馆电视服务的实践特点，提出适合我国电视图书馆的构建策略。本研究包括四方面的内容：一是，分析国内外关于电视图书馆构建的研究成果，掌握其现状与发展趋势。二是，考察国内外电视图书馆构建实践的总体发展现状。在文献调研、网络调研获得数据的基础上，总结国内外电视图书馆的建设实践特征，探讨我国电视图书馆构建面临的机遇与挑战。三是，对绍兴电视图书馆、常州电视图书馆进行案例分析，总结并对比分析两家电视图书馆构建过程的各个方面。四是，提出电视图书馆构建策略。结合我国图书馆的具体情况，从构建准备、构建实施、应注意的问题三个方面探讨我国电视图书馆的构建策略，为利用电视图书馆建设进行服务创新的图书馆提供指导，为我国进一步发展电视图书馆建设提供借鉴和参考。本研究发现：第一，构建电视图书馆为我国图书馆服务创新带来重要影响：为图书馆提供了延伸服务的新领域；为图书馆优化馆藏资源结构创造了新途径；为图书馆开展社会合作搭建了新平台。第二，国内外图书馆电视服务的特点各有侧重。国外图书馆电视服务注重制定服务规划和宣传服务理念；资金来源多样化；重视工作的规范化、细致化与服务模式的推广；以项目的形式推进服务；选择恰当的合作伙伴；建设互联网络电视服务平台实现自主运营服务，批量自动化制作节目。我国电视图书馆服务建设发展呈向上态势，其实践特点包括服务内容以基本功能为主；重视特色资源开发；合作开展建设成为趋势；两大建设模式。而我国电视图书馆构建过程中还面临着缺乏标准规范、服务功能挖掘不够深入、宣传力度不够的问题。第三，绍兴电视图书馆和常州电视图书馆的构建特点各有不同。二者均重视开展合作和资源建设，绍兴电视图书馆更注重服务宣传，常州电视图书馆侧重于技术开发。第四，电视图书馆实践需要构建策略指导。本研究提出的构建策略包括电视图书馆的构建准备、构建实施和应注意的问题三个部分。在电视图书馆构建准备阶段要充分调研、制定规划、明确目标与原则。构建实施包括数字资源建设、技术平台搭建、服务方式、人员培训、注重合作和宣传推广。应注意的问题有：培育和用户多元化需求、资金保障、数字资源的法律问题、组织保障、科学开展用户调查。
英文摘要：	Television library is a new model to provide information and resource by the digital television.The studies of television service has begun since 1970s in the foreign libraries,accumulating considerable results.A large number of researches show that television libraries have positive effects on implementing ubiquitous service.Recently,academic researches about television library quickly get hot.Some libraries in China try to explore and put it into practice subsequently.However, there is a lack of systematic research about the construction strategy.This paper aims to sum up experiences about television libraries and design the construction strategy. The research involves four contents.Firstly,the paper analyzes the academic achievements about television library at home and abroad and identify what the development trend is. Secondly,does a survey on the web pages of domestic and foreign television libraries , then sums up features and experiences about them.Thirdly,the paper takes shaoxing and changzhou as examples to summarize their construction process.Finally,combined with the actual situation,the paper designs our unique construction strategies to build entities and points out several issues that we should pay attention to during the building process. Based on the empirical study and the web pages research,the paper finds some conclusions.Firstly,television library has an important influence on service innovation.It is a new way for libraries to provide service and improve the structure of resources in the library.It builds a new platform for the comprehensive utilization of cultural resources.Secondly,the features about the construction at home and abroad are different. We lacks of standard,propaganda and deep-going service.Thirdly,the paper finds out the similarities and differences between shaoxing and changzhou.Fourthly,the paper puts forward the implementation strategy about television libraries which includes preparation and implementation.The paper also presents some issues to be taken notice of.We should stimulate users to make diversified needs,raise funds actively,pay attention to the legal problems of digital resources,strengthen organization security and carry out user survey scientifically.
