中文摘要:项目管理已风靡全球,广泛应用于社会生活的各个领域。随着科技的飞速发展和人们生活节奏的不断加快,社会环境瞬息万变,大型工程项目所涉及的不确定因素日益增多,面临的风险也越来越多,风险管理不当造成的损失规模也越来越大。 在“十五”及“十一五”期间,莱钢技改工程建设取得了快速发展,由200余万吨的规模上升到了千万吨级的台阶。但是对工程项目的建设风险管理缺乏一定的控制理论和手段,同时,对投资的风险规划也缺乏一定的深度,主要体现在最终成本大大超出工程预算。 本文以项目风险过程管理和方法为理论基础,以莱钢技改工程项目风险管理问题为研究内容,以莱钢宽厚板工程项目风险管理为研究对象,首先回顾了项目风险的管理理论,通过对莱钢已完工的技改工程分析,找出莱钢在项目风险管理中存在的问题,对莱钢宽厚板工程项目风险管理研究。 其次,对莱钢宽厚板工程项目风险管理识别和分析。采用头脑风暴法进行项目风险指数评估,通过专家调查打分的方法,对项目的可控风险进行定性分析,形成项目风险排序。 再次,对莱钢宽厚板工程项目风险管理应对和控制。制定了重点风险管理措施和一般风险管理措施。建立项目风险控制与对口部门模式图,风险管理部门、风险和风险控制措施对应关系模式图。 最后,本文提出风险应对策略的运用要随着项目进展和实际环境的变化,及时调整风险应对策略。通过引进风险应对动态层次模型和实施项目集成风险管理措施对宽厚板项目风险管理进行改进和提升。 本文研究的目的:通过对宽厚板工程项目风险管理研究,提出了风险管理过程四个阶段的一些研究方法和措施,对钢铁企业大型工程项目的风险管理有着重要的借鉴意义。 本文的创新点在于将理论研究与实务研究有机的结合在一起,为钢铁企业工程项目风险管理提供理论依据和实务应用经验。  
英文摘要:Project management has swept the world, widely used in the various fields of social life. With the fast development of the science and technology and People continue to accelerate the pace of life, the social environment changing rapidly, the uncertain factors involving in many projects have increased day by day, the risks facing more and more, the improper of risk management will result in large scale of loss. In the “Tenth Five-Year Plan” and “Eleventh Five-Year Plan”, the Laigang technology innovation project construct acquired fast grow, from more than 200 million tons to up to 10 million-ton level. But the construct risk management of the construct project lack of definite control theory and measures, meanwhile, the risk planning of the investment also short of enough depth, which mostly put up in the finally cost go beyond the project budget greatly. The theoretical basis of this thesis is based on project risk process management and methods, and this thesis studies the risk management of Laigang technical renovation project, firstly, we review the project risk management theory, through the analyze of the complete part technical renovation project of Laigang, find out the problems in project risk management of Laigang, and study risk management of Laigang heavy plate project. Secondly, we identify and analysis the Laigang heavy project risk management. Using the brain storm to evaluate the project risk index, to qualitative analysis the controllable risk by the expert investigation method, to form a sort of the project risk. Thirdly, control the risk management of Laigang heavy plate project. Developed some main risk management measures and general risk management measures. Establish the model of risk control and counterparts, and the relationship between patterns of risk management sector, risk and risk control measures. Finally, we propose that the use of risk strategy should along with the project progress and actual changes in the environment, and timely adjustment. Through the introduction the dynamic level model of risk response and the measures of implementation project integrated risk management to improve and upgrade risk management of the heavy plate project. The purpose of this thesis is through the study of risk management on the heavy plate project, we put forward some research methods and measures in four-stage of the risk management process, which have an important reference on the risk management of large-scale iron and steel enterprise. The innovation of this thesis is the organic combination of theoretical and practical research, which provides a theoretical basis and practical application experience for the risk manag ement in the iron and steel enterprise.
