中文摘要：	实现基本公共文化服务均等化是我国“十二五”时期文化建设的重要思想和目标。实现公共文化服务均等化有利于保障公众最基本的文化权益，提高全民族的文化素质，最终实现文化强国的伟大目标。海疆地区作为东部沿海地带，是我国重要的海防沿线，文化建设不仅关系地区整体社会稳定与经济发展，同时也事关国家边防。由于海疆的地理位置和较快的经济社会发展，海疆地区已经是我国重要的对外交流窗口，多元文化碰撞交融，在我国海疆地区进行文化建设，尤其实现海疆地区基本公共文化服务均等化、弥补现有的文化建设空白，有利于提高海疆地区居民的文化素养，促进整个地区的经济社会发展、建设稳固的海防，最终实现文化强边、文化固边。本文运用统计分析方法。从文化经费投入、文化服务机构和文化机构从业人员三个指标，利用经济学中分析区域经济差异性的泰尔指数，分析我国海疆11个省市基本公共文化服务均等化水平。根据我国海疆地区的经济发展情况和人口分组测算均等化的泰尔指数，分析不同组之间和同一组内的差异情况。同时通过实地调研，了解我国海疆地区，尤其是海岛地区基本公共文化服务均等化建设情况，发现问题总结经验。通过分析发现，我国海疆地区基本公共文化服务仍处于非均等化状态，地区间非均等化特征显著。造成这种现象的主要原因有各地区经济发展不平衡、文化投入总量不足、文化投入经费严重失衡等。因此，转变政府职能、建立基本公共文化服法律保障机制、制定基本公共文化服务均等化标准、加大对边远山区和海岛地区的文化投入和文化支持等成为现阶段实现我国海疆地区基本公共文化服务均等化的重要举措。
英文摘要：	Realizing equalization of basic public cultural services is an important idea and goal of cultural construction in the period of "12th Five-Year" in china. Realizing the equalization of the basic public cultural services between urban and rural areas is an important means to achieve the goal of cultural power and to build a socialist harmonious society. Coastal area is China's important defense along the coastal. Because of location and rapid economic and social development, coastal area has been China's important foreign exchange window in China. There have multiple culture collision been blend. The cultural construction in the coastal area of our country can improve the residents' cultural literacy. To achieve equalization of basic public cultural services in coastal areas can promote the region's economic and social development. The paper uses statistical analysis method.Through three index, including the culture of funding input, cultural institutions and cultural institutions practitioners, the paper made use of the Theil index to analyse the equalization of basic public cultural services level 11 provinces of China's coastal areas.　According to economic development and population subgroup of China's coastal areas, the paper estimated the Theil index and analysed differences between different groups and unity within the group.Through on-the-spot investigation to understand China's coastal areas basic public cultural service equalization construction, the paper found problems and summarize the experience. The analysis found that the basic public cultural services of coastal areas in China is still in a state of non equalization and the characteristics of regional non equalization are significant. The main reasons for this phenomenon are the regional imbalance in economic development,inadequate cultural input, cultural investment funds serious imbalance. So, transformation of government functions, establishment of basic public cultural service legal protection mechanism, development of basic public cultural services equalization standards, increasing the remote mountain and island areas of cultural input and cultural support are all important measures to achieve the qualization of the basic public cultural services of coastal area in our country.
