中文摘要:为使工程建设完工后其交付及维护成果能满足客户的相关需求、获得投资回报和并保证过程的安全性,恰当的工程质量管理体系在项目流程中显得至关重要。同时,工程质量管理体系的有效应用于实际工程是整个质量管理的核心,是提高工程质量管理的重中之重。本文以独山子—乌鲁木齐原油管道工程质量管理体系为研究对象,为其构建TQM-ISO质量管理体系,用于分析和解决传统的质量管理体系的应用中存在的问题,并在一定程度上达到提高工程质量的目的,对保证该项目完成质量目标有重要意义。 首先,本文在阐述质量管理理论原理,分析ISO9001及全面质量管理体系(TQM)的相关原则和特点,两者依据相同的理论基础,但全面质量管理体系(TQM)更侧重于质量管理实施中不断更新的过程,ISO9001侧重于质量成果是否与标准相一致,因此为独山子—乌鲁木齐原油管道工程优化后的TQM-ISO质量管理体系的提供了重要的理论支撑。第二,由工程实际出发,分别从总体框架、建设方和施工方找出传统质量管理体系在这三个方中尚存在的问题。第三,理论联系实际,对ISO9001和全面质量管理体系进行整合,提出优化质量管理体系思路,尝试规划TQM-ISO新的质量管理体系。从质量层面的相关监督、体系控制管理、改进提高、组织协调机制出发,建立TQM-ISO质量管理体系运行机制。最后,从质量意识培养、数据统计、标准化、质量数据整合及责任划分等几个方面提出确保独山子—乌鲁木齐原油管道工程TQM-ISO质量管理体系有效施行的建议,并于体系内容和标准确立方面,阐明该体系对于建立相关长距离输送管道工程的质量管理体系的作用和意义。  
英文摘要:In order to make the delivery and maintenance result of relevant project meet the client’s corresponding requirement, bring predicted return from the investment and guarantee safety of the whole staff, the Project Quality constitutes a considerably important element among several factors that may impact the project progress. Besides, the present essay studies the quality management system in details by taking the Dushanzi-Urumqi Oil Pipeline Project as experimental object and TQM-ISO quality management system as instrument in order to solve relevant problems existing in the project management and to improve project and work quality. Therefore, it contains practical significance during the project to guarantee the delivery of project. In the present thesis, first, on basis of stating and analyzing TQM (Total Quality Management) and ISO 9001 quality management system theory, author has carried out a comparison between those two systems with his objective to approve the fact that these two theories have the same basis and function; naturally, they also varies in some aspects for instance TQM gives out the emphasis of the product quality and continuous organization improvement while the ISO 9001 tends to focus on relevant quality management regulations in order to achieve the correspondence and standardization. Therefore, it can provide principles of great importance for the TQM-ISO Quality Management in Dushanzi-Urumqi Oil Pipeline Project. Second, the investigation of the concrete project experience and management ways and the analysis based on the quality management system in this project in distinct dimensions and with taking the main factors in the project: the project outline, the responsible constructor and the sub-cons who really conduct the construction, the author tries to give a analysis from different perfectives. Finally, the author is going to conduct a full explanation of the content of TQM and ISO 9001 and meanwhile he tries to make a fusion between the TQM and ISO 9001 systems by adding some pain points and his own experience overcome in this project in order to create a new and more adaptive quality system for the Dushanzi-Urumqi Oil Pipeline Project. In this part the author has put forward some important thinking to construct a new quality management system and afterwards in this part the author conducts an explanation respectively in three aspects about such system: the outline of project, the responsible constructor and the sub-con who really conduct the construction. Then the author makes an adaption of the two systems between the contractors and sub-cons and discusses the issue of Inspection, Quality Control Management, Development and Collaboration of organizations. Finally, in order to guarantee the efficient application of the TQM-ISO system, the author presents some suggestions; in the aspect around system content and norm stipulating, the author also explain about the significance brought by this system newly created to the system of the long-distance pipeline project quality management.
