中文摘要：	随着现代社会的快速发展，信息已经成为最有价值的社会资源之一，影响着社会经济的健康发展。在信息化社会飞速发展的今天，作为重要信息资源的政府信息，能够对社会经济的健康发展起到非常重要的作用。2007年国务院办公厅颁布了《中华人民共和国政府信息公开条例》,并确立了“以公开为原则、以不公开为例外”的政府信息公开原则，鼓励政府信息公开。 政府信息公开不但是公民了解政府行为的重要途径，更是实现公民监督参政的重要方式，我们应该大力推行政府信息公开，但在政府信息公开中，公民能否及时获取利用政府提供的公开信息,是政府信息公开工作的关键所在。本文以焦作市为例,从城市地区居民和农村地区居民两类主体的角度分析后发现政府信息公开在很大程度上还存在城乡数字鸿沟现象，并从城乡居民在政府信息公开的接入情况、获取情况和使用质量三个层面进行了深入分析。 应对上述问题,科学构建政府信息公开体系，并逐渐消除政府信息公开中城乡数字鸿沟现象迫在眉睫。首先，在政府信息公开中,要提供更多便利的技术手段及帮助，消弭农村地区居民获取政府公开信息的技术鸿沟；其次要引入网络媒介等多种方式加强宣传与培训,提升公民的知晓度及参与热情；最后从长远角度来看，要加强文化教育、全面提升农村地区居民素养。
英文摘要：	With the speeding development of the society, information now is one of the most valuable resources and influence the social economy quite a lot. In nowadays, the society informationalized rapidly. Being one of the important resources, government information plays a important role in the development of social economy. In 2007 "The People's Republic of China on Government Information Disclosure" was promulgated by the General Office of State Council. It set "Disclosure as principal and non-disclosure as exception" as the principal and encourage the disclosure of government information. Information disclosure is not only one of the important ways for citizens to understand but also to monitor the government. It should be fully encouraged and implemented for the disclosure of government information. However whether the citizens can capture and utilize the information disclosed by the government is the key. This thesis takes Jiaozuo as an example and it is founded that there's a wide digital gap between people live in the city and countryside. It also makes deep analysis from 3 aspects, which are access of getting disclosed government information for both people live in city and countryside, the situation as well as quality. It's urgent to build the system of government information disclosure, and eliminate the the digital gap gradually. First of all, there should be more convenient technologies and help in order to narrow the gap between city and countryside. Second, more media like internet should be used to strengthen the propaganda and training so as to improve the awareness and willingness for citizens. The last but not least, in the long term we should put more emphasis on education so as to improve the cultivation of citizens that not live in cities.
