中文摘要:摘要 随着我国钢铁企业的迅猛发展,为在市场中占有一席之地并获得利润的最大化,企业中的超常规的建设运营项目会随时上马,而这种突发的建设运营项目如何运作,对于国有企业受传统的体制、观念的束缚,是一个巨大的挑战。对于具体应急工程项目而言,应急项目团队作为一个具体解决应急项目的实质组织,是一种通过企业内部组建工作团队来解决应急项目任务的组织,从而提高组织绩效、达到预期目标的一种现代项目管理模式。 本文主要以莱钢集团冷轧紧急订货生产准备应急项目为例,通过对应急项目和应急项目团队的独特性分析,探讨了企业应急项目团队的建设和管理的方法研究。 在应急项目团队建设中,组织结构应以项目导向性为指导,继承既有传统组织模式的优点,进行组织结构重建,使企业应急项目在资源配置上获得优先权。在应急项目的设计和规划阶段中,本文提出了一种基于多态组织构成的临时性项目组织或项目团队为主的组织建设的DCT应急项目团队组织结构,即应急项目的决策指挥系统Decision-making—协作服务系统Cooperates—战术执行系统Tactic组织结构。为企业应急项目的集中决策、快速执行和有效沟通提供组织保证。同时提出应急项目团队获取和项目经理的遴选和有效授权仍然是项目团队建设的重要问题。 在应急项目团队的管理方面,基于应急项目团队的生命周期,提出了应急项目团队分别在形成期、震荡期、规范期和辉煌期的管理方法。应急项目团队形成期角色、职责和期望管理方法,在期望管理中,特别指出了目标在期望管理和项目团队的发展中战略地位和意义。震荡期管理中冲突的管理是核心的内容,容忍和协调管理是探讨的解决冲突的基本方法和内容,价值观和利益风险性价比成为研究的主导内容。规范期管理中,规范的制订和培养管理实质是职责更为清晰、提高技能、完成任务和形成团队文化为主要方向。在辉煌期管理中,自我管理指出了目标激励法、职业发展法、项目收益法、专业进步法等创新性的管理方法,在集成激励管理中,结合正负激励、精神物质激励等各种方法进行集成分析。文章最后结合企业的实际案例进行应用对照分析,对企业应急项目团队在企业实践中的管理具有借鉴意义。
