中文摘要：	随着IT技术的高速发展，中国在社会形态上已经完全进入了信息化时代，无论在上网人数增长上还是在互联网经济发展上，在世界上都堪称第一，尤其是随着移动互联技术的兴起和兴盛，崭新的互联网时代正影响着各个传统行业。金融行业、地产行业、零售行业等无不从互联网中受益，当然作为基石性产业的教育行业也迅速与互联网结合，推出了在线教育的新模式。基于在线模式的互联网+课程，不仅是产生了在线课程，更重要的是它让教育的各个元素都有了颠覆性的改变。 作为教育培训行业领军品牌的中软国际ETC，专门致力于IT职业培训，其业务不仅涉及到企业，同时还涉及高校、政府及相关机构，培训形式也十分丰富。随着ETC的发展，其培训业务线日益增长，教学资源日益丰富，培训学员数量也与日俱增。在企业高速发展的同时，类似教学资源难以有效利用、优秀师资无法合理调配、教学过程难以准确监管等问题也随之而出。出于培训业务模式运行的需要，同时也为了满足培训行业技术改革的需求，建立一个集现代先进技术和高标准管理技术为一体的在线平台系统势在必行。 本文首先阐述了研究在线平台设计与管理的背景意义，同时对国内外研究现状及相关概念理论进行了回顾；其次对教育培训行业的信息化情况以及MOOC等应用模式进行了说明；然后着重指出中软国际ETC培训业务模式的运行现状，并阐明了其现行业务模式存在的实际问题；在此基础上，具体给出了中软国际ETC在线平台的构建及实施保障，并重点阐述平台的管理要素及策略；最后总结了整个平台的构建经验和不足。 本文基于中软国际ETC现行教育培训业务出现的种种现实问题，充分考虑到行业特征和ETC自身的特性，运用文献研究法、个案研究法、调查法等各种科学的研究方法，构建出一套基于移动互联网技术的解决方案，并对方案实施后的各种管理策略进行研究。给出了教育培训业对于在线平台建设的经典模式，不仅对于同类行业有较高的参考价值，也对于相关研究提供实践案例。
英文摘要：	With the rapid development of IT technology, China in the form of society have full access to the information age, whether in the Internet growth in the number of or in the economic development of the Internet, in the world are called first, especially with the rise of mobile Internet technology and prosperity, a new era of Internet is affecting all of the traditional industry. Financial industry, real estate industry, retail industry and so on are all benefit from the Internet, of course, as the cornerstone of the industry's education industry is also rapidly combined with the Internet, launched a new model of online education. Online mode Internet plus course is not only based on the online course, it is more important for the various elements of education have a disruptive change. As the education and training industry leader brand of ChinaSoft International ETC, dedicated to the IT vocational training, its business not only relate to the enterprise, but also relates to the universities, government and related organizations, training is also very rich. With the development of ETC, the training business line is increasing day by day, the teaching resources are becoming more and more abundant, and the number of training students is increasing day by day. At the same time, the rapid development of enterprises, similar to the teaching resources is difficult to effectively use, excellent teachers can not be a reasonable allocation, the teaching process is difficult to accurately control and so on. For the need of training mode of business operation and in order to meet the needs of technical innovation on the training industry, the establishment of a set of modern advanced technology and high standards of management technology is one of the online platform system is imperative. At first, this paper expounds the background and significance of the research online platform design and management, and to the domestic and foreign research status and relevant concepts and theories are reviewed; secondly on the application mode of education and training industry informatization and MOOC etc. are described; then, emphatically pointed out ChinaSoft International ETC business training mode of operation status, and expounds the practical problems existed in the current business model;, gives the specific ChinaSoft International ETC online platform based on the construction and implementation of security, and focuses on the platform of management elements and strategies. Finally, we summarize the entire platform construction experience and the insufficiency. The based on ChinaSoft International ETC current education and training business problems, give full consideration to the industry characteristics of ETC, its characteristics, using the method of literature research, case study method, investigation method, such as a variety of scientific research methods, construct a solution based on mobile Internet technology, scheme and the implementation of the various management strategies were studied. Given the classic model of education and training industry for the construction of online platform, not only for similar industries have a higher reference value, but also for the relevant research to provide practical cases.
