| 中文摘要: | 在“走出去”的国家战略指导下,对外承包工程作为比较成熟的形式发展迅速。随着市场竞争的加剧,我国承包商的管理水平不高,生产效率低、质量低、利润低等现象普遍存在。A公司作为一家大型国有工程公司,同时在执行多个分布在全球的大型项目,项目的临时特性造成了各项目在管理流程、组织结构上存在着巨大差异,致使公司陷入项目管理质量水平紊乱,绩效低下的管理困境,且已严重影响公司业务发展。因此,为提高项目管理绩效、增强企业的竞争力,A公司迫切需要构建一套标准化的项目管理流程。本论文采用文献研究结合案例研究的方法,为A公司寻求构建及实施标准化管理流程的思路、对策与做法。 论文首先简要回顾了项目管理知识体系、EPC工程总承包、FIDIC合同条款、流程与流程再造及管理标准化的相关理论。论文分别从现有核心业务流程和现有组织结构两个维度对A公司面临的项目管理绩效低的困境进行了梳理分析;针对公司内项目管理流程混乱,导致项目绩效低、生产效率低的问题,提出:通过对A公司进行流程再造,建立一套标准化的项目管理流程是必要的。 在此基础上,论文对A公司现有的核心业务流程进行优化与重塑,设计项目管理流程标准化方案;为保障再造后的标准化流程的实施,制订了基于模版、表格、指南和检查表的标准化作业指导书的业务流程的管理体系,进而构建与之配套的组织结构,然后对信息管理、企业文化和激励机制等支撑与辅助体系变革提出建议,并分析了A公司组织变革和流程标准化实施过程中面临的挑战和对策。论文最后对A公司目前正在进行项目管理流程标准化试点的P工程进行分析,验证其有效性。最后给出结论,对未来研究做出展望。 本论文综合运用项目管理、组织、流程及流程再造等知识,结合自身实践,来解决以项目管理为基本业务的A公司所面临的管理困境,希望能对从事对外承包工程企业战略转型的研究与实践做出贡献。 | |
| 英文摘要: | In the guidance of "going global" strategy, China’s overseas contracted projects develop rapidly as a mature form of foreign trade cooperation. As a large state-owned engineering company, A company performs multiple globally distributed large-scale projects. While the projects are featured temporarily, there are huge differences in the management process and organization structure, leaving the company in the plight of disordered project management quality and low level of performance. All these have seriously affected the company's business development. In order to improve project management performance, and enhance the competitiveness of enterprises, A company is in urgent need to build a standardized project process management system. This thesis adopts the methods of literature research combined with case study, seeking the idea, countermeasures and methods for A company to build and implement the standardized management processes. The thesis begins with a brief review of the project management body of knowledge, EPC project contracting, FIDIC contract terms, processes, and process reengineering and management standardization theory. Then it analyses the plight of A company’s low performance in project management within two dimension: the existing core business processes and organizational structure, respectively. Results show that the root cause is the chaos in project management process. Accordingly, the thesis proposes that it is necessary for A company to establish a standardized project management processes system, and also, it is necessary to establish an adapted organizational structure. Based on this synthesis, the thesis optimizes and reengineers A company's existing core business processes, to ensure the smooth implementation, develops template-based forms, instructions, standard operating guidelines and checklists management process system. It then builds an adapted organizational structure and information management system. Based on the above, the thesis develops the change programs for corporate culture, incentives, other support and auxiliary systems, and analyzes the challenges and countermeasures that A company may face during the implementation of organizational change and process standardization,then verify the validity of project management process standardization by the company's ongoing pilot project P, Finally, the thesis ends with conclusions and future research prospects. In this thesis, the author uses the integrated knowledge of project management theory, process and business process reengineering to solve the plight of project management which A company faces. The author hopes to shed light on the strategic transformation of overseas contracted projects firms. | |
