中文摘要: | 摘要 “富煤、贫油、少气”基本国情造就了煤炭在能源消费结构中的主导地位,为响应国家能源结构的调整,着力提高安全保障水平,提高应急调节能力,控制我国石油对外依存度,大力发展煤化工是大势所需。由于环保措施缺失和煤炭资源的依赖,大气污染事件频繁发生,煤化工技术亟待升级换代,煤炭分级综合利用,能源效率不断提升,煤基多联产代表着未来新型煤化工发展方向。依托煤炭气化和净化技术进行大规模制备天然气,激发了煤炭清洁利用的潜力,提高了煤炭利用的附加值。现代煤化工产业逐步形成了规模型的发展特征。另外,国家也鼓励利用外资发展“大型煤化工产品生产”,在“十二五”规划纲要中也提出了大力发展能源及重化工产业,煤炭洁净利用的要求。本文总结和借鉴目前已有煤化工项目经验,对比煤化工技术的工艺流程,评估现阶段国内外煤化工艺技术的先进性、适用性、经济性、安全性、环保性各方面因素,摸索出适应于我国的现代煤化工产业结构发展模式。利用科学的评估方法,建立了一个包括评价指标体系、权重系数、评价集组成完整的前评估模型,对具体案例展开前评估分析,研究煤化工工艺技术前评估对实际操作的指导性。可直接为投资者决策提供了有力的支持,对煤化工投资项目工艺技术选择及项目推动具有深远意义。立足于工艺技术前评估的基础上,结合工艺技术评估的显著特点,提出一种基于专家打分法的建模方法,并从工艺技术前评估的五大特性出发,结合煤化工行业的专业知识、安全环保等国家的法律法规及标准,建立了一套工艺技术前评估的指标体系,利用层次分析法和模糊合成综合法建立了完整的煤化工投资项目工艺技术前评估的评价模型。最后,利用本文设计的评价模型,对永利化工公司煤化工投资项目煤制天然气项目进行了实际应用效果的检验,验证了上述研究的可行性。通过煤化工投资项目工艺技术前评估方法的讨论,利用科学的评估方法,使工艺技术前评估定性的指标定量化,对项目实施具有更加明确的指导作用。 | |
英文摘要: | Abstract This paper selected pre-evaluation of Coal chemical technology investment project as the research object, based on the theory of the relevant theories of project evaluation and project evaluation process, method and relevant knowledge, expounded the main content and principles of Coal chemical technology investment project pre-evaluation, Combined with the theory and method of pre-evaluation and comprehensive evaluation, to analyse how to carry out pre-evaluation for these kind of project. Used scientific evaluation methods to establish a assessment model included the evaluation index system, weight coefficient and evaluation collection, which directly provided strong support for the decision-making for the investors and had far-reaching significance with the coal chemical technology investment project selection and project-driven. Based on the technology pre-evaluation, proposed a modeling method based on expert scoring method, which combining with the advancement, applicability, economy, safety and environmental protection of technology assessment. Starting from the five characteristics of technology assessment, according to the professional knowledge, safety and environmental protection of coal chemical industry and national laws and regulations and standard, set up a technology evaluation index system. Using analytic hierarchy process and fuzzy synthetic synthesis, made a complete coal chemical technology investment project pre-evaluation model of the assessment. Finally, using the paper design evaluation model, carried out testing on the practical application effect for coal gas project of Yongli chemical Industry Company coal chemical investment project, and verified the feasibility of the study. Through discussed the technology pre-evaluation method of coal chemical technology investment project, use of scientific evaluation method, making the qualitative index of technology pre-evaluation become quantification, It had more clear guidance to the project implementation. | |
