中文摘要:海上人命搜寻与救助具有复杂性和多样性,事故发生的地点决定搜救要及时,受限于天气、海况、设备、技术的限制,其复杂性和多样性不言而喻;随着船舶的大型化,海上搜救的难度越来越大;多媒体的高速发展使得海上事故搜救的社会影响力也愈发巨大,如马航客机搜寻、韩国岁月号客船沉没、长江之星轮沉没等事故,均在社会上引起巨大反响。另一方面,进入21世纪后,供应链管理理论发展进入成熟阶段,经济全球化与网络技术创新彻底改变了供应链上原有的产品流、信息流和资金流的交互方式和实现手段,资源的利用更为充分、效率进一步提高、成本进一步降低、服务质量进一步提高。随着海上搜救技术的发展和应用,搜救水平得以提高,但搜救还面临诸多问题。 本文研究对象是现阶段我国海上搜救应急保障体系,分析解决海上搜救在搜救力量协调、应急信息共享、应急物资调配和库存管理上存在诸多问题。主要集中在:搜救力量协调上存在诸如应急协调联动形式松散,各级应急预案难以做到无缝衔接,多个搜救主体之间权责界定不明确,社会力量使用不充分等问题;海上应急信息传递上存在信息横向传递失效或不及时,信息沟通渠道繁杂导致信息紊乱,进而引起搜救决策失误,搜救力量调用上牛鞭效应明显;应急物资调配和库存管理上存在物资调配决策缺乏统一协调机制,交通运输和救援运载设备不足,应急物资储备库建设及物资储备不完善,库存管理落后。 论文的研究方法是多学科理论交叉应用解决问题,综合应用供应链管理理论和海上搜救应急管理技术。将已经发展较为成熟的供应链管理理论转移应用到海上搜救应急管理领域,结合我国海上搜救应急保障特征,形成一套合理高效的海上搜救应急保障管理框架,并以天津港为例加以模拟应用。具体内容是研究针对我国海上搜救应急保障体系现状,提出建立搜救力量协调机制、对搜救力量分级管理并进行绩效评价的搜救力量协调管理模式,以提高海上应急搜救能力;提出建立海上搜救信息中心以汇总海上搜救应急信息、提高各搜救单元间信息共享程度;在应急物资保障上,提出合理配置应急反应基地,整合各方应急资源,建立动态虚拟应急资源库的设想。并结合天津港海上搜救应急资源保障体系特点加以应用,为天津市海上搜救应急保障体系发展提供一种选择。  
英文摘要:Search and rescue at sea is a complexity and diversity work, which is always happened with bad weather, tough sea conditions and even facility failure. That means the operation of search and rescue at sea should be quick. At the same time, the size of ships, as a valuable means of transportation, growing huge recent years, thus make search and rescue at sea a harder work to do. What is more, the developed multi-media contribute to high speed and large range spread of emergency news, for example, The Vanishing of Flight MH370 event, South Korea's Sewol ferry disaster, “Chang Jiang Zhi Xing” ferry disaster, all aroused great repercussions in the society. On the other hand, in the 21st century, supply chain management has developed into a mature theory. With economic globalization and network technology innovation, the way of information exchange and financial transactions on supply chain has been changed a lot, thus bringing more resources, lower operating costs, higher quality of service. With the development and application of new technologies, maritime search and rescue capability has been greatly improved, but, there are many specters should be focus, such as the timely of rescue act, the efficiency of search and recuse forces coordination, the arrangement of Emergency Resources. The problem this thesis trying to solve in this thesis is drawbacks in search and rescue support system of China. Nowadays, maritime search and rescue system still have many problems. Such as, search and rescue forces coordinate inefficient, emergency information sharing insufficient, emergency supplies distribution and inventory management unconsolidated. The ambiguous responsibilities of emergency response plans inadequate use of volunteers are harmful to search and rescue operation at sea; Maritime emergency information transmission on the lateral transfer information of failure or not in time, information communication channels multifarious lead to disorder, resulting in search and rescue decision-making errors, search and rescue force calls on the bullwhip effect is obvious; Emergency supplies allocation and the presence of materials on inventory management decision lack of unified coordination mechanism, inadequate transport and rescue vehicle equipment, emergency supplies reserve and imperfect materials reserves, inventory management lags behind. The approach adopted to solve the problem is cross application of multidisciplinary theory. Integrated supply chain management theory and technic of search and rescue at sea. This thesis designs a framework of Maritime Search and Rescues Support system, and simulation application it to Tianjin port. The design is transferred from the theory of supply chain management. At the same time, the research takes the feature of Search and Rescue of china into consideration. The framework, which is combined of rescue forces coordinate part, information sharing part, and emergency material support part, aim to reduce the cost of Search and Rescue at sea, improve the equality of Search and Rescue work. The research provides a possible choice for Search and Rescue support system of Tianjin port.
