中文摘要：	作为供热与发电的两大主体功能，热电联产项目具有提高供热质量、增加电力供应、节约国家能源、改善生态环境等综合效益。我国城市治理大气污染和提高能源利用率的重要措施之一是建设热电联产项目，热电联产项目构成了集中供热的重要部分，提高了人民生活质量，是国家极力倡导的供热方式。近十年来，我国热电产业得到了快速推广，促进了国民经济和社会发展。通过热电联产事业的发展，自然环境得到了保护、加快了能源使用效率的提高，促进了和谐社会的稳定。由于热电联产项目是主要服务于城市的基础设施工程，地理位置都处于城市的周边地区，较纯火力发电项目，项目投资成本较高，热电联产的快速发展与项目投资较高形成了不和谐的局面，对热电联产的项目造价进行全过程投资控制是大势所趋。基于热电联产项目工程造价控制及管理现状，本文结合天津陈塘庄热电项目的特点，研究了全过程投资控制各个阶段的重点和难点，以促进热电项目造价管理的科学化。在理论结合实践的基础上，通过分析研究，鉴于目前工程造价管理的实际情况，重点阐述了项目全过程投资控制的方法和措施，并提出了各个阶段造价管理的要点。工程投资控制是建设单位一项很重要的工作，必须贯穿项目建设的各个阶段，务必做好各个环节的细节控制，做到精细化管理。经验结果表明天津陈塘庄热电项目通过建设单位在项目建议书阶段、可行性研究阶段、初步设计阶段、施工图设计阶段、招标投标阶段、施工阶段及竣工阶段的工程投资得到了有效控制，为国家节约了投资，为企业提高了经济效益。最后本文提出了热电联产项目投资控制的经验教训及建议措施，为后续热电联产项目的开发建设提供投资控制的借鉴依据。
英文摘要：	As the two main heating and power generation, cogeneration project is to improve the quality of heating, increase the supply of electricity, savecountryenergy, improve the ecological environment and other comprehensive benefits. The construction of thermal power plant is an important measure for our country to control atmospheric pollution and improve energy utilization, is part of the central heating, is a kind of public infrastructure to improve the quality of life of the people, is the national advocate of the heating mode. In the past ten years, China's cogeneration system has got rapid development, plays an important role in promoting the national economic and social development, for the implementation of the strategy of sustainable development. Because the infrastructure project cogeneration project is the main service in the city, the geographical position is in the area surrounding the city.For a pure thermal power project, project investment cost is higher. The rapid development and project cogeneration investment higher form not harmonious situation,the cogeneration of heat and power project cost control in the whole process is to represent the general trend. Based on Production cost control and management of engineering status of thermoelectric and combining with the characteristics of Tianjin Chentang Zhuang thermal power project,we research the key point and difficult point of the whole process of cost management in all stages of the project cost management, in order to promote the power of scientific.Based on combining theory with practice, through the analysis and research, combined with the actual situation of engineering cost management at present, it expounds the methods and measures of investment control in the whole process, and puts forward some matters needing attention of cost management in each stage. The control of project investment is a very important work in the construction of units, each stage must pass through the project construction and must do a good job in all aspects of detail control. The empirical results show that Tianjin Chentang Zhuang thermal power project by construction units in the project proposal stage, the feasibility study stage, the stage of preliminary design, construction drawing design stage, bidding phase, construction phase and completion phase of the project cost can be controlled effectively,itreduce the investment for the country and improve the economic benefits of the enterprise.
