中文摘要:随着国家医药卫生体制改革的不断深入,作为医改核心内容的公立医院改革,与医疗保险制度、医药流通体制改革一道,构成了推动医改工作的“三驾马车”。公立医院作为由政府财政投入建立的医疗机构,是我国医疗服务的主体。长期以来,我国公立医院一直存在着效能低下、战略目标不清晰等问题,影响了公立医院的公益属性和工作绩效,也阻碍了公立医院的进一步发展。为此,在新医改形势下,如何做好公立医院绩效管理工作,构建科学合理的绩效评价指标体系,引导公立医院全体员工主动参与到长期战略目标的实现,提升公立医院的绩效管理水平,是当前亟需要探索思考和解决的一个重要课题。本文以绩效管理基础理论为指导,对已经开展公立医院改革的医院进行了调研,经过分析国内公立医院绩效管理的现状,发现还存在较多缺陷。故笔者认为,应引入平衡计分卡(BSC)理论。为此,本文以XK医院为研究蓝本,通过文献查阅法、专家咨询法首先确定了XK医院绩效评价的维度和基础指标,并利用层次分析法对指标体系的权重进行了分配,最终确定了包括顾客维度、财务维度、内部运行流程维度、学习和成长维度、政府绩效维度在内的“五维星型”绩效评价模型(Five Stars Model,FSM)。该绩效评价模型涉及二级评价指标13项,三级评价指标46项。新的“五维星型”绩效评价模型(Five Stars Model,FSM)较之于原有的评价模型,指标体系更加全面、系统,基本能够应用于XK医院层面、科室层面甚至是个人层面的绩效评价。本文的研究成果,对于优化我国公立医院绩效评价体系,提高管理水平具有一定的借鉴意义和参考价值。 
英文摘要:With the deepening of national medical and health system reform, the reform of public hospitals as the core content of medical reform, along with medical insurance system and medical circulation system together, constitute “three carriages” to promote health reform work. As medical institutions established by the government financial investment, the public hospitals are the main body of medical services in our country. For a long time, there have been problems of being low in efficiency, unclear in strategic goals, etc., in China's public hospitals, which affect the public property and job performance of the public hospitals and also hinder the further development of the public hospitals. To this end, under the new situation health care reform, it is an important issue urgently needed to explore, think and solve about how to do better in performance management of the public hospitals, build a scientific and reasonable performance evaluation index system, guide the public hospital staff to actively participate in the achievement of long-term strategic goals, and enhance the level of performance management in public hospitals. In this paper, performance management basic theory is used as a guide to carry out an investigation of the reformed public hospitals. After analyzing the status of domestic public hospital performance management, we found that there are still many shortcomings mainly.To solve these problems, we believe that balanced score card (BSC) theory should be introduced. Therefore, this paper uses the XK hospital as a study model, firstly determines the dimensions and basic indicators of the XK hospital performance evaluation by literature review and expert consultation method, uses an analytic hierarchy process to conduct a distribution of the weight of the indicators, and finally determines a Five Stars Model (FSM) of performance evaluation which includes customer dimension, financial dimension, internal operating procedure dimensions, learning and growth dimension, and government performance dimensions. The performance evaluation model involves 13 second-level evaluation indicators and 46 third-level evaluation indicators. Compared with the original evaluation model, the new FSM is more comprehensive and systematic in indicator system, can be applied to the performance evaluation at XK hospital level, department level and even individual level. The research result of this study has a certain significance and reference value for the optimization of public hospital performance evaluation system and improvement of management level in China.
