中文摘要：	钢铁产业是天津市的重要支柱产业，在天津市国民经济中发挥着举足轻重的作用。天津市钢铁产业自建国以来经历了快速发展，在产能产量、技术装备、产品种类等方面都发生了质的飞跃，粗钢产量位居全国前列，无缝钢管产品和金属制品处于全国领先水平，渤海钢铁集团入围世界五百强。随着全球经济危机的爆发，全国钢铁产业产能过剩，行业利润不断下滑，节能环保要求日益严格，使钢铁产业发展中积累的问题突显出来。对天津市钢铁产业而言，自身存在低端产品产量大、产业布局分散、技术创新水平低、产业服务意识差、产能过剩等亟待解决的问题。本文运用转型升级、技术创新、核心竞争力和可持续发展理论，结合国内外钢铁产业的发展经验和产业发展环境，分析天津市钢铁产业的发展历程及发展现状，对天津市钢铁产业转型升级问题进行了系统性的研究，提出针对性的转型升级工程的对策。本文在研究过程中从天津市钢铁产业的实际发展情况出发，使用大量企业实践调研数据，针对天津市钢铁产业的发展现状和存在的主要问题，提出五条转型升级工程的对策方案，建立高端精品钢材生产基地来调整产品结构，延伸钢材深加工产业链满足区域市场需求，建设钢材资源综合利用基地辅助产业绿色发展，建立技术创新和科研开发平台提升产业技术力量，加强节能环保技术改造实现产业节能减排，通过这一系列产业发展对策实现产业转型升级，指导天津市钢铁企业今后的发展定位，促进天津市经济的高质量发展。在经济新常态下突围产业困局，打造全新的绿色循环产业生态。
英文摘要：	Iron and steel industry is an important mainstay industry in Tianjin, which plays a significant role in the national economy. Since new China was founded, Tianjin iron and steel industry has experienced rapid development. The production capacity, technical equipment and product variety have taken a qualitative leap. The production of the crude steel , the quality of seamless steel pipe and metal products rank the leading level in our country. BoHai iron and steel group becomes the Fortune 500. With the outburst of global economic crisis, the national iron and steel production overflow , industry profits continue to decline and environmental protection restriction reinforce. This makes the problems of this industry become more and more highlighted. For the iron and steel industry in Tianjin, there are many problems need to be solved, such as the large output of the low-end product, the dispersal of the industrial, the low level of technological innovation, the poor service consciousness, and the excess production. This thesis makes a systemic research about the transforming and updating of Tianjin iron and steel industry. And it puts forward countermeasures for this problem. This thesis uses transforming and updating, technological innovation, core competitiveness and sustainable development theories. Meanwhile, it combines development experience and environment at abroad. It also analyzes the development process and current situation of Tianjin iron and steel industry. The research is based on the actual development situation and uses a large number of enterprise survey data. As a result, it raises five transforming and updating methods. These countermeasures include establish high-end boutique steel base, extend industrial chain, construct comprehensive utilization base, establish technological innovation platform and strengthen energy-saving technology. Through the series strategies, this thesis aims at promoting local economic and create a new recycling industrial ecology.
