| 中文摘要: | 中国自主汽车企业随着自身发展亟需了解和影响国外标准法规,方便其产品更好走向世界。中国汽车技术研究中心标准化研究所作为受政府委托进行全国汽车标准管理及国际汽车技术法规协调的主体,计划在“十三五”期间进行汽车标准化欧洲办公室建设项目,以满足中国汽车企业的标准化技术服务需求,消除汽车产品流通的技术壁垒。 应用项目管理学及项目风险管理学中的部分知识,以“汽车标准化欧洲办公室建设项目”作为研究对象,进行了项目风险管理的研究和实践,系统研究了“汽车标准化欧洲办公室建设项目”作为一个在海外设立的非营利性机构应采用的项目风险管理办法,本文首先编制了简要的项目风险管理计划;识别了项目风险,并形成了项目风险核检清单;对项目风险的严重性和可能性,生成了风险度量期望值表并对风险发生的阶段进行了时间度量;通过风险度量期望值设定了各种风险的应对优先级顺序,并针对每一种风险在项目开展的不同阶段制定了详尽的应对方案,形成了项目风险应对措施清单;在风险的监控方面,制定了风险监控的组织构架和责任划分,并对风险应对措施的原则和风险管理措施的纠正办法进行了研究。 在项目风险识别的过程中,主要采用的研究办法为核检清单法;在项目风险度量的过程中,主要采用了层次分析法。研究过程中发现,复杂外部环境和众多的利益相关方为项目的风险管理带来巨大挑战,外部风险和组织风险是需要考虑的主要风险;在项目计划阶段,技术风险的严重性也需要格外关注;而管理风险和商务风险则几乎贯穿整个项目生命周期。在项目风险的应对措施制定时,遵循了不仅需要规避各种风险,还需抓住各种风险收益的机遇的原则,将风险尽量控制在潜在阶段,减小风险损失并争取有利的局面,采用最多的应对措施是储备、机遇和化解。 研究为中国汽车行业海外研究机构的投资和建设提供了丰富的项目风险管理经验和知识。 | |
| 英文摘要: | China domestic automobile manufacturers deserve to understand and influence the overseas regulations with the development of themselves, so that their products can be sold overseas. Auto Standardization Research Institute of China Automotive Technology and Research Center (CATARC) which is committed by government of China to manage the China automotive standard system and to harmonize the related international regulations, plans to establish an auto standardization research office in Europe in the coming five years to provide the auto standardization service for China manufacturers, and removes the global technical barriers. The knowledge of project management and risk management is researched and applied to the CATARC European Office establishing project which is a sample of overseas non-profit organization (NPO). During the research, the project risk management plan is drafted firstly, and then the certain risk categories are identified to create a check list of project risk. The risk measurement is made to measure the probability, severity and timing , and a risk expectation table is created. According to the risk measurement results, a risk response consequence and the detailed response plans are made certain to create a risk response list. In the risk monitoring and controlling procedure, the project organization structure is built up and the duties are divided, and the principle of risk responses and the remedy method of risk management strategies are also researched. In the research of risk identification, the check list method is used, and the Analytic Hierarchy Process (AHP) is used in the risk measurement procedure. The research result shows that, the complicated external environment and interested parties have brought very big challenges to the project risk management, thus the external risk and organization structure risk are the two main risks which need to be concerned. And in the phase of project planning, the technical risks should be paid more attention, also the management risks and business risks which will last for the whole project life cycle. During the risk response rules setting of project risks, the basic principle is not only avoiding the risks, but also getting the benefits from these risks, so that the risk loss can be limited in the potential stage and more opportunities and benefits can be gotten. So, in the risk response phase, the reservation, opportunity and elimination methods are used most often. This research has provided rich experience and knowledge of project risk management for China automotive industry to invest and establish the overseas research organizations. | |
