中文摘要：	摘 要 人类己经进入知识经济时代，各国都认识到新技术与创新是保证未来经济增长的最关键的因素。而高新技术企业是技术创新的非常关键的主体，因此，高新技术企业的健康发展对国家技术创新起到了非常重要的作用。而天津市的高新技术企业大部分为中小企业，经过数十年的努力，天津市一直在地区经济的发展中名列前茅，其中中小高新技术企业对天津市经济增长的贡献不可磨灭。在目前新的发展形势下，天津市所肩负的历史使命赋予中小高新技术企业发展新的内涵，即天津市应充分抓住我国经济高速发展的这一历史机遇，通过中小高新技术企业的发展壮大，实现区域经济的飞跃发展，促进社会就业和提升城市形象。 在中小高新技术企业发展的支撑要素中，资金是极为重要的一种资源。但是，由于中小高新技术企业自身的发展规律及特征，其对于资金的需求也表现出了与传统企业不同的特点。基于此，本文从中小高新技术企业的发展规律出发，在研究了天津市企业融资渠道的基础上，对中小高新技术企业的融资渠道问题进行了针对性分阶段地探讨；在分析了天津市中小高新技术企业融资现状后，结合中小高新技术企业发展的阶段性特点提出了自己的想法。 但目前我国社会各界对中小高新技术企业融资问题的研究和认识存在着很多不足，这体现为一方面目前的研究在理论上缺乏系统性和深度，另一面在实践上缺乏可操作性。因此，本文尝试将理论与实践相结合，既注重理论上的先进性，又结合区域经济发展的实际情况，对目前天津市中小高新技术企业融资难的问题进行一定的深入研究。一则本文有助于天津市中小高新技术企业发展的实践，并为其的进一步发展提供一定的参考，二则本文有助于我国金融体系中投融资体系的理论发展，为国际先进经验和理论的本土化进行一定的探索。总之，本课题的研究具有很现实的理论和实践指导意义。
英文摘要：	Abstract Humanity has been entering the era of knowledge economy， all countries recognize that new technology and innovation to ensure that the future economic growth is the most critical factor.
