中文摘要:随着近几年大型项目的不断建设,尤其是信息化建设项目,项目建设后运行效果能否达到项目预期目标,越来越受到各方的关注。因此很多信息化项目建设后的运维工作也越来越受到项目各方的重视,并已逐步将运维工作纳入到项目管理之中,作为项目验收的考核重要标准。天津智能交通系统,整合了天津现有的智能交通系统资源,由于整个智能交通系统设备规模庞大,系统众多,为此在运行维护项目的实施过程中遇到了诸多的问题。为了解决在天津智能交通系统运维项目实施过程中的问题,保障天津市智能交通系统能够高效运行,本文提出了“智能交通系统运维服务项目管理体系的构建与实施研究”课题。本文在文献研究和实践调研的基础上,对项目整合管理、项目人力资源管理及运维项目管理等相关知识领域进行了研究,然后通过实地调研对天津智能交通系统运维项目实施中的主要问题进行了剖析,对目前影响天津智能交通系统运维项目实施过程中的主要因素进行了分析,从项目的组织规划和人员配备、项目管理制度的完善及运维项目管理信息系统的建立三方面提出了具体的优化和改进建议,最后结合天津智能交通系统运维项目特点,提出了将目前项目的组织结构由政府的职能型项目管理组织转变为矩阵式项目管理组织,构建专门的项目运维管理中心,并且通过建立运维团队的绩效跟踪监督与控制机制,保障运维项目有效实施等具体的实施策略。由于智能交通系统的运维项目实施要求具有相同的共性特点,本文的研究对于其它省市智能交通系统运维服务项目的实施具有一定参考意义,为促进智能交通运维服务项目在全国顺利推广提供了有力的支持。 
英文摘要:With the increasing construction of large projects in recent years, especially whether the operation effect after information constructions can achieve the expected targets of project is increasingly the focus of each party. So the operation and maintenance work after many information constructions was valued by each party. And the operation and maintenance work has gradually been brought into the project management and taken as the important standard of assessment on project acceptance. Intelligent transportation system of Tianjin integrates the existing resource about intelligent transportation system of Tianjin. The equipment of whole intelligent traffic system has the large scale and many systems, so the many problems appear during conducting the maintenance project. In order to solve the problems of conducting maintenance project of intelligent transportation system of Tianjin and guarantee the efficient operation of intelligent transportation system of Tianjin, this paper proposes a topic about “analysis on the construction and implementation of management system of maintenance service project of intelligent transportation system”. This paper analyzes on the integration management of project, human resource management of project and management of maintenance project and other related knowledge areas, based on the literature research and practical research, then analyzes the main problems appearing the implementation of maintenance project for Tianjin intelligent traffic system through the field investigation, and analyzes the main factors influencing the implementation of maintenance project for Tianjin intelligent transportation system. It proposes the specific suggestions for optimization and improvement from the three aspects including the organizational planning and staffing of project, the improvement of project management system and the information system of maintenance project management. Finally combing with the characteristics of Tianjin maintenance project for intelligent transportation system, it proposes that the organization structure of present project changes from functional project management organization of government into project management organization with the matrix type, constructing a special center for project maintenance management. And it ensure the specific strategies including effective implementation of maintenance project by building the mechanism of track monitoring and control for performance of the maintenance team. Due to the common characteristics of the implementing requirements of the operation and maintenance project of intelligent transportation systems, this study has certain value for the implement of the operation and maintenance service project of intelligent transportation systems in other provinces. Besides, it provides powerful support to the successful promotion of the operation and maintenance service project of intelligent transportation on a national scale.
