中文摘要:自上世纪九十年代住房分配货币化快速发展,房地产市场瞬息万变,房价也随之高升,同时,近年来,伴随着流动人口大规模涌入城市,其住房保障即成为一个不可回避的问题,而天津市滨海新区的流动人口逐年增多,已占总人口的40%。为满足此类人群的住房要求,滨海新区作为国家重点支持开发开放的国家级新区,在住房保障体系建立初期,首先形成以蓝白领公寓为代表的具有新区特色的流动人口住房,由于建设进度缓慢,城市化速度加快,不能满足大量中低收入者的住房需求。在 “十二五”期间,我国已基本完成保障性住房建设目标,对经济社会和谐稳定和健康发展起了重要作用。“十三五”规划纲要提出,要以政府为主提供基本保障,以市场为主满足多层次需求的供应体系,扩大保障人群,积极稳妥的实现去库存目标。所以,住房保障工作仍是“十三五”期间的工作重点,而财政资金的过度依赖,限制了保障性住房的建设进度,所以,保障性住房融资问题对策研究已成为政府亟待解决的民生问题。 本文采用文献法、比较法对相关理论进行分析,通过实证法对滨海新区保障性住房项目进行研究,通过查阅相关文献并梳理相关概念,选取近几年的保障房相关数据,通过对新区范围内现有保障性住房项目资金来源的分析;从理论上,随着住房需求量加大,建设规模的增多,资金需求也将增加;从实际角度,对XY房地产公司项目及资金情况进行分析,找出XY房地产公司保障性住房项目融资的问题并分析原因,提出解决对策及优化方案,其中:资金池的建立和PPP模式的运用能有效解决保障性住房项目融资问题。在借鉴发达国家先进经验的基础上,结合国内传统和创新融资模式,建议XY房地产公司对滨海新区范围内保障性住房进行资产整合,统一管理,尝试多种融资模式,探索出适合各类保障性住房融资的可行方案。 本文的创新之处在于结合自身工作,探讨XY房地产公司的融资问题,以案例形式对问题层层展开,丰富了案例研究,同时对现有融资方式的优化及应用,有助于缓解滨海新区保障性住房的资金压力,解决XY房地产公司保障性住房项目融资问题,进一步完善滨海新区住房市场体系。  
英文摘要:Since the year of 1990, house prices have highly risen up with the monetization trend of the housing distribution. At the same time, securing the housing requirements has become an inevitable problems while a number of floating population flood into the big city, especially in the Binhai New Area, the proportion of whose population is getting to 40%. In the early stage of the establishment of indemnificatory housing system, in order to meet the need of the floating population, the government of the Binhai New Area that is the national new district, firstly built the characteristic apartments for the blue-collar workers and the white-collar workers as the living houses. For the building speed cannot match the speed of the urbanization, the low-and-moderate-income housing demands have not been met. In the Twelfth Five-Year Plan, China has accomplished the indemnificatory housing building targets, which plays an important role in promoting the economic development and the social stability. In the Thirteenth Five-Year Plan, it said that the market played the core role while the government provided the guarantee to meet the multiple-level demand, expand the coverage area and realize the de-stocking goal. So the building of the indemnificatory housing is also the key jobs in the Thirteenth Five-Year Plan. But too much dependence on financial funds has limited the progress of the development of indemnificatory housing project. So the financing problem of the indemnificatory housing project has become the livelihood issues to be solved for the government. In this paper, we analyze relevant theories through reviewing the literature and the comparative methods. And then we use the empirical methods to research the indemnificatory housing projects in Binhai New Area. In this process, we comb relative concepts from the reference literature and use the related data in recent years to analyze the capital source of the indemnificatory housing project in Binhai New Area. From the theoretical perspective, with the increasing housing demand and the rising scales, the financing demand has also been highly improved. From the practical perspective, through analyzing the project and fund of the XY Real Estate Company, we can find this company’s financing problems, give appropriate explanation and raise optimization scheme. We put forward that the establishment of the capital pools and the PPP model can better resolve the financing problems of the indemnificatory housing projects. Drawing advanced experience from the developed countries and using the domestic traditional and innovative financing models, we advise the XY Real Estate Company to integrate the indemnificatory housing asset in the scope of the Binhai New Area, Using unified management to control them. On this basis, we can try different kinds of financing models and explore suitable financing methods for all kinds of indemnificatory housing projects. The innovation point of this paper is that we use case study methods to talk about the problem of the XY Real Estate Company combined with the author’s own working experience. It has enriched the case study methods and optimized the financing methods, which can ease the financing problems of the XY Real Estate Company. It also can better solve the fund pressure of the indemnificatory housing Project and further improve the housing market system in the Binhai New Area.
