中文摘要：	近年来，项目管理和供应链管理越来越成为国内工商界热议的管理话题。项目管理在大型工程、工程设备供应、IT及服务供应领域应用越来越广泛。供应链管理，特别是供应商的管理，已经成为越来越多的企业降低成本，提高产品质量，快速反应市场需求的焦点。但两者在实际的应用中都会受到很多因素的影响和制约，以项目采购管理和供应链管理中的采购和供应商管理为例，随着客户要求的不断提升，产品从研发到上市的周期显著缩短以及企业间同质化竞争的日趋激烈，质量、成本、交期三方面的压力成为每个企业都无法回避的难题。如何调和三者之间的矛盾，通过系统方法统合综效的缓解这三方面的压力，就成了众多企业主和相关从业者孜孜以求的目标。本文在大量阅读国内外相关文献的基础上，结合作者在企业的工作实践，以作者所在的企业通过导入、建立、应用供应商先期质量策划体系，改善项目采购管理绩效的案例为主线，尝试性对在流水线企业中应用较为广泛的先期质量策划理念和方法，在单件小批量生产模式的水电设备供应企业中的应用进行研究。通过对整个系统的步骤、方法、工具进行深入的剖析，以及对整个体系应用后的效果的分析，来论证供应商先期质量策划对改善项目采购绩效，缓解质量、成本、交期压力的有效性。同时，对AL企业的管理实践在国内同行业企业间的推广做了初步的可行性分析。图15幅，表7个，参考文献35篇。
英文摘要：	In recent years, project management and supply chain management has become a hot topic in the domestic industry and commerce. Project management is more and more widely used in the field of large scale engineering, engineering equipment supply, IT and service supply. Supply chain management, especially the management of suppliers, is also used to reduce costs, improve product quality, quick response to market demand by more and more enterprises. But both in practical application will is influenced and restricted by many factors. For example, with the high requirement from customer, products from R & D to IPO cycle significantly shortened and between enterprises homogenization competition increasingly fierce, quality, cost, delivery period of pressure becomes a difficult problem of project procurement management and supply chain management in every enterprise. How to reconcile them by system integration method becomes a goal pursued by many business owners and practitioners. In this thesis, on the basis of reading a lot of literatures, combined with the author in the work practice of the enterprise, through the introduction, establishment, application of advanced supplier quality planning system in the company author work in, improve project procurement management performance of the case as the main line, try on flow is widely used in enterprises to the waterline advanced quality planning concept and method and application in single piece and small batch production mode of hydropower equipment supplier of. Through the steps of the whole system, methods and tools were in-depth analysis, and analysis of the effect of application of the whole system, to demonstrate supplier advanced quality planning to improve procurement performance, improved the quality, cost, delivery pressure is effective. Meanwhile, did a preliminary feasibility analysis to dedicate the AL enterprise management practices in the domestic industry.
