中文摘要:自20世纪末以来,伴随着全球经济快速发展,金融行业也得以飞速发展,与此同时,操作风险不断出现,相关案件也层出不穷,给各个商业银行带来了巨额的损失,也给整个金融行业乃至社会经济形成了负面的影响,操作风险管理也逐渐成为了国内外各个商业银行面临的新课题。2003年推出的新巴塞尔协议Ⅱ中,操作风险第一次被纳入巴塞尔协议框架。与此同时,中国银监会也于2007年发布《商业银行操作风险管理指引》,提出了针对操作风险管理和监管的整体框架和基本要求。 流程银行是一种相对于“部门银行”的全新银行模式,他按照为以客户为中心的原则,根据客户需求,进行业务、管理、支持保障、监督评价等方面的流程改造,一是能够以最快速度反应和满足客户不断变化的业务需求,为客户提供优质、便捷、全方位的服务;二是通过相应支持保障、监督评价流程的改造,建立更为优化的组织结构,使资源得到优化配置。流程银行业务的主要特征包括以客户为中心,机构扁平化,业务垂直化,业务处理流程更加专业、灵活和便捷,先进的信息技术支持等。 该论文通过对操作风险和流程银行相关文献资料的研究学习,描述了操作风险的含义、特征、管理方法以及流程银行的概念、特征、建设状况,以此为基础,分析了流程银行模式与操作风险的关系,以及流程银行模式下的操作风险管理框架。 该论文结合中国建设银行的实际情况,分析了中国建设银行操作风险的现状,研究了中国建设银行流程银行建设的必然性,以及中国建设银行流程银行模式本身存在的问题,并且结合流程改造已经相对比较成熟的柜面业务,分别从操作风险内容管理和管理流程两个方面剖析了中国建设银行流程银行模式建设对其操作风险管理的影响,以及中国建设银行流程银行模式下操作风险管理的问题,并提出了流程银行模式下操作风险管理的完善措施。以此为中国建设银行流程银行模式下的操作风险管理提供了理论和实际支持。  
英文摘要:Since the 1990s, along with the rapidly development and innovation of the financial market, operational risk is emerging in endlessly, which brought huge losses to banks and caused a huge impact to economy. So, how to manage operational risk has been a new topic commercial banks faced. In the Basel II in 2003, the operational risk was incorporated into the framework of the Basel agreement for the first time. At the same time, the China Banking Regulatory Commission (CBRC) in June 2007 released "commercial bank operational risk management guidelines", this paper puts forward the overall framework and the basic requirements of the management and supervision of operational risk. Process bank, which are customer focused and provides superior quality service, aims to transform the business process, so that it can take the fastest and better service to the customers. The main features of the process banking business include customer centered, flat organization, business vertical, professional business process, flexible and convenient, advanced information IT support. Through to the literature study, the meaning of operational risk, characteristics, management methods and the concept of process bank, features are described. Then the relationship between the process bank and operational risk, and how to manage operational risk in the mode of process bank are studied. Combined with the actual situation of China Construction Bank, the status and trend of operational risk and the inevitability of process bank in the China Construction Bank are analyzed. However, too many problems are existed. The success of Centralized Operational System provides theoretical and practical support for the operational risk management in the process of China Construction Bank. Finally, the author takes so many advices to solve these problems, how to manage operational risks in the mode of process bank for China Construction Bank.
