中文摘要：	天津港南外堤工程是我国沿海深水港口近年来创新推广的一种半圆型结构防波堤。此类型的防波堤特别适用于自然条件较差的外海地区，因此是一种颇具特色和很有发展前景的新型防波堤结构。目前，此类型防波堤的施工管理缺少具有一定指导意义的管理模型框架，项目管理者靠经验进行管理，往往导致项目实施过程中考虑的内容不全面，造成组织混乱，顾此失彼。 针对上述情况，本文根据此类型防波堤工程的特点，结合现代项目管理知识进行项目时间管理研究，建立天津港南外堤工程项目时间管理模型，对时间管理计划的编制和时间管理计划的控制两大框架内容的管理过程进行分析探讨，寻找适用于天津港南外堤工程的时间管理方法，并结合工程应用实例对相关的管理方法进行具体研究。本文还从组织分工、组织结构和组织管理的改进等方面对项目时间管理的组织保障进行了探讨。 本文为项目管理者提供了一个比较完整、清晰的项目时间管理轮廓，不但能够帮助项目管理者理清管理思路，提高管理水平和效果，还为类似工程的项目时间管理提供参考和借鉴。
英文摘要：	Outside bund engineering of Tianjin Port Nanjiang is a bulwark with a hemicycle structure which is innovated and promoted by the deepwater port along the seaside of our country in recent years. This type of bulwark is in particular suitable to the offshore region with natural condition not being very nice, therefore it is a new type of bulwark structure with special features and with much development prospect. At present, the construction management of this type of bulwark lacks of management model framework with certain guidance significance and is under the management of project managers by experience, which causes the incomprehensive consideration during the implementation process of the project, the confusion of the organization, the attending to one thing and the lose of another. Concerning the above mentioned condition, and based on the characteristic of the bulwark of this type, this article made the study on project time management combining with the modern project management knowledge, established the time management model for outside bund engineering of Tianjin Port Nanjiang, analyzed and discussed the management process of the content of the two framework on both the compilation of the time management plan and the control of time management plan, found the time management method suitable to the outside bund engineering of Tianjin Port Nanjiang, and made concrete study on the relevant management method combining the applicable example of the engineering. This article also discussed the organization guarantee on the project time management in the aspects of the division of work of the organization, the organization structure and improvement of organization management. This article also provides the project manager with a comparably complete and clear profile of project time management, it can not only help the project manager to clear the management thinking and improve the management level and effect, but also provide reference for project time management of similar engineering.
