| 中文摘要: | 工程项目施工模式是伴随社会化分工合作的演化而不断改进的。我国在相当一段时间内,设计机构、采购机构、施工机构三方合作的工程项目施工模式占据主导地位,但其中存在的问题越来越不适应投资方发展的需要。设计与施工分离的管理模式,虽然可以发挥各机构的专业优势,但同时存在一些问题。比如,投资方需要增加成本来加强各机构之间的协调、出现质量责任问题就凸显了推诿现象等。这影响到了工程项目施工的效率,增大了项目管理的成本,同时在质量认识方面也存在一定的偏差。随着工程项目建设工业化生产理念的提出,投资方越来越倾向于能够将建设及责任集于一身的一种管理模式。在这种情况下,EPC工程总承包模式从国外引入我国。我国政府部门也高度认同总承包的工程项目管理模式,多次颁布相关法律条文对其进行倡导和进一步规范。 EPC工程总承包是一个系统工程。站在总承包商的角度,在EPC模式下,其承担的责任风险比其他管理模式要大得多。由于当前我国的工程承包商在综合实力、质量意识、质量管理体系等方面还存在一定的不足,使得工程总承包模式并不能完全避免质量管理的隐患,需要在质量管理改进方面做出更大的突破。本文围绕深圳JXD公司的案例展开研究。首先从理论综述介入为案例的研究提供理论依据,然后对案例的概况和问题所在进行透彻分析,最后提出解决措施。在理论部分,本文对工程项目建设中的常见的管理模式加以概述,并进行优缺点、适用性和可行性的比较,借此分析EPC模式的特点。然后,以工程项目质量管理为要点,分析了国内外在理论和应用方面的研究现状。在实证研究部分,将深圳JXD公司参与的EPC项目——燃气市政工程作为案例分析对象。对过程中出现的质量问题,从具体项目本身、项目质量管理体系、质量组织、质量控制、质量改进等五个方面进行成因分析。在此基础上,从质量管理体系改进、质量组织改进、质量控制改进、质量整改改进等方面提出改进策略。实施EPC工程总承包模式是未来趋势,有利于提升工程施工的管理效率和竞争力。本文将EPC模式下的市政工程项目质量管理作为研究对象,目的在于借助具体案例,探讨突破EPC工程项目质量的实践策略。通过本文的研究,对工程项目施工建设行业和深圳JXD公司的未来发展,都具有积极的参考价值。 | |
| 英文摘要: | Project construction mode is associated with the evolution of social division of labor and continuous improvement. Our country in quite a long time, the tripartite cooperation mechanism design, procurement agencies, construction organization of project construction mode occupy the dominant position, but the existing problems and is not suit for the investment to develop. Design and construction of the separation of the management model, although you can play the professional advantages of each agency, but there are some problems. For example, investors need to increase the cost to strengthen the coordination between the agencies, quality, highlight the prevarication phenomena. This affects the efficiency of the project construction, increase the cost of project management, while the quality of understanding there is a certain deviation. Along with the construction of the project, the idea of industrial production is put forward, and the investors are more and more inclined to be able to set the construction and the responsibility of a management model. In this case, the general contracting model of EPC project is introduced into China from abroad. Our government departments are also highly recognized by the general contracting project management model, the relevant laws and regulations promulgated by the relevant laws and regulations to promote and further standardize. EPC project general contracting is a systematic project. Standing in the general contractor's point of view, in the EPC mode, the risk of its commitment to the other management model is much greater. Due to the current Chinese contractors in the comprehensive strength, quality consciousness, quality management system still exist some shortcomings, making engineering general contracting mode and cannot completely avoid the hidden trouble of quality management, need to make greater breakthrough in the quality management improvements. This paper focuses on the case study of Shenzhen JXD company. First of all, it provides theoretical basis for the case study, and then makes a thorough analysis of the general situation and problems of the case, and finally puts forward the measures to solve the problem. In the theoretical part, this paper summarizes the common management mode of engineering project construction, and compares the advantages and disadvantages, applicability and feasibility, which can be used to analyze the characteristics of EPC model. Then, taking the project quality management as the main point, the present research situation of the domestic and foreign theory and application is analyzed. In the empirical research part, we will participate in the EPC project of Shenzhen JXD company as a case study. The quality of the process, from the specific project itself, the project quality management system, quality control, quality control, quality improvement and other five aspects of the analysis of the causes. On the basis of this, this paper puts forward the optimization strategy from the aspects of quality management system improvement, quality improvement, quality control improvement, quality improvement and so on. The implementation of EPC project general contracting model is the future trend, which is conducive to enhance the management efficiency and competitiveness of the project construction. In this paper, the EPC model of municipal engineering project quality management as the object of study, the purpose is to use specific cases, to explore the practice of EPC project quality management strategy. Through the study of this paper, the construction of the project construction industry and the future development of Shenzhen JXD company, have a positive reference value. | |
