中文摘要：	预算管理活动起始于十九世纪中后期的英国，但在我国现代企业的预算管理活动则发展较晚。随着市场经济体制在我国的推进，我国企业也投入了大量资源进行预算管理工作，预算管理在一定程度上为企业实现自身目标发挥了积极作用。 军工科研事业单位虽然也在逐步推行着全面预算管理工作，在信息化高度发展的今天，为规避风险，提高预算管理能力，改善经营效益的全面预算管理信息系统将具有重要战略意义。 BL研究所作为航天科技集团一院下属事业单位，缺少信息收集和处理的有效工具，缺少单位共享的信息载体，对单位的未来发展形成制约，无法满足管理工作的需要。因此，全面预算管理信息化已势在必行。 从BL研究所全面预算管理的实际需求出发，对BL研究所全面预算管理信息系统方案进行了研究。 企业全面预算管理水平的优劣取决于两个方面：一是全面预算管理业务水平，包括管理人员能力和重视程度，以及管理体系的搭建能力。二是全面预算管理信息化水平，包括信息化建设和推进能力。只有二者紧密结合，才能实现具有高水平的全面预算管理。 全面预算管理信息系统作为BL研究所信息化规划的关键组成部分，通过集中式的单位智能网络部署，提供一个集中、统一、共享的工作平台。贯穿科研项目研制全过程控制；实现项目全寿命周期预算编制、控制、分析及考核的闭环管理，实现全面预算与各合同管理系统、人力资源系统、智能设计系统的集成应用。 此项研究从BL研究所预算管理模式和信息技术两个角度对全面预算管理信息系统进行了应用性探索，并提出了相应的信息系统建设总体设计方案。
英文摘要：	Budget management originated in the late 19th century in the United Kingdom, but modern enterprise budget managementdevelopes relatively late in China.With the development of market economy system in China, enterprises also invest a lot of resources for the construction of budget management,which to a certain extent has played a positive role for enterprises to achieve their goals. Although comprehensive budget management is gradually introduced in military industrial research public institutions, todaywith the high development of informationization, the improvement of the management benefit of comprehensive budget management information system will have strategic significance for risk-aversions and improvement of budget management ability. BL research institution, which is affiliated to China Academy of Launch Vehicle Technology, China Aerospace Science and Technology Corporation,lacks of effective information collection and processing tool and shared information carrier which formingthe restriction to future development and can not meet the requirements of management. Therefore, it is imperative to establish the scheme of informationization-based comprehensive budget management information system. From the practical demands of comprehensive budget management in BL institution,theapplication of informationization-based comprehensive budget management information system is researched. The level of enterprise comprehensive budget management depends on two aspects: one is the service level of comprehensive budget management, including the ability of administrative personnels and their attentions paid on management, and their ability to build management system; the other is the informationization level of comprehensive budget management, which are informatizatin construction and promotion ability. Only with the two aspects closely integrated, can high-level comprehensive budget management be realized. Comprehensive budget management information system, as the key component of the informationization planning of BL institution, provides a centralized, unified and shared work platform through centralized intelligent network deployment. It runs through the whole process of scientific research projets. The closed loop management of budget making, control, analysis and apprasial during the total project life cycle will be achieved and the scientific research project cost control will be strengthened. The integrated application of comprehensive budget, contract management system, human resource system and intelligent design system will be realized. Informationization-based comprehensive budget management is explored in this research from the perspective of the budget management pattern and information technology of BL institution.
