中文摘要：	随着人们生活水平的提高，移动通信进入规模发展的阶段，大量的设备入网对天津移动机房资源提出了较高要求。本论文研究的就是在现有的情况下，对当前机房进行改造过程中的风险管理研究。 在组织本次无线核心设备机房整体改造项目的工作中，按照项目风险管理的基本方法和流程，对无线核心设备机房整体改造项目的风险的认知、识别、评估和应对以及控制等一系列工作进行研究分析，制定了天津移动无线核心设备机房整体改造项目风险的识别和评估方法、流程，识别出了天津移动无线核心设备机房整体改造项目的共计42条直接风险和潜在风险，并针对风险级别较高的前5条风险进行了风险分析及应对与控制方案的制定，并总结归纳了天津移动无线核心设备机房整体改造项目的一系列活动流程，为天津移动无线核心设备机房整体改造项目顺利实施提供了方向性指导。 本文研究问题的角度和分析过程均来自于作者亲身的工作经历和具体实践，作者主要从事移动网络规划、管理工作，在读期间，作者全面组织并参与了本次机房改造项目，重点对风险管理部分进行较为深入的研究，正是由于作者在大量工程实际经验积累，为本论文编制打下坚实基础。所以，本论文对于全面了解风险管理理论、对以后的机房改造以及设备安装中的风险识别和风险应对与控制方案均有一定的指导意义。
英文摘要：	With the improvement of people's standard of living，mobile communications has entered the stage of the scale development. A large number of network equipment to be in service put a higher demand for Tianjin Mobile room resources. This paper investigates risk management study in the process of transformation of the current rooms in the existing circumstances. In organizing this overall transformation of wireless core equipment room of project, in accordance with the basic methods and processes of project risk management, I have researched and analyzed a series of work which include the cognition, identification, evaluation, response and control of the risk in the transformation project of wireless core equipment room, and developed the risk identification and assessment methods, identified totally 42 direct and indirect risks; based on top five higher level risks, I have carried out risk analysis and response and developed a control Programme. In final, I have summarized a series of operation processes which provides directional guidance for transformation of Tianjin mobile wireless core equipment room. The point of view and analysis in this article are from author’s personal work experiences and the specific practices. Author mainly works on the mobile network planning and management. During the learning period, author organized and joined in this room transformation project, the risk management of which are searched deeply by author. Practical experiences accumulated from a large number of projects lay a solid foundation for the preparation of papers. Therefore, for a comprehensive understanding of risk management theory, risk identification、risk management and control scheme in the process of the transformation of the equipment room as well as installment of the equipments in the future, the paper could have certain guidance significance.
