中文摘要:建国以来,我国的地质勘探单位在为国家经济建设提供矿产资源支撑方面发挥了举足轻重的作用;不管我国经济如何发展,工业化进程如何推进,国家对矿产资源的需求都是刚性的。随着时间的推移,地质勘探部门包括以地球物理勘查为主要方法、手段的地球物理勘查院这种为社会提供地质技术服务的单位,为社会提供相关延伸服务的领域范围还将进一步扩大。但是,国家在五、六十年代为了加快经济建设,由于对矿产资源迫切需求,短时间内在全国建立了过多的地质勘探队伍;随着形势的发展,有些队伍任务不饱满,生存出现了问题,需要到社会上创造和寻找市场,导致同类队伍竞争加剧,出现恶性竞争。与此同时,国家又相继出台政策,要求全国地质勘探单位要创造条件,逐步走向市场,实施企业化管理和经营。然而,国内的地质勘探单位作为计划经济时期的产物,竞争意识、竞争能力不强,自身的体制和经营模式弊端不能适应市场要求,观念落后,管理粗放,资源配置不合理,历史包袱沉重。特别是如地球物理勘查院这类专业队伍,工作局限性大、手段单一,适应市场能力很弱。如何激活机制,改变管理、经营模式,解决生存问题,显得非常迫切。本文正是在国内地质勘探单位面对管理体制、管理和经营模式不适应,实行企业化管理过程中出现很多问题的背景之下,研究地质勘探单位的生存发展问题,特别是对实施企业化管理的地质勘探单位的经营模式变革问题,通过采用文献研究法、案例研究法、管理调查法和战略分析法等主要研究方法进行研究探索;并以SDDW勘探院为研究对象,对SDDW勘探院的经营业务进行分析,提出SDDW勘探院的经营模式变革方案。具体为:其一是在国内地质勘探单位市场发育不健全,事业单位企业化管理和经营改革环境不完善的情况下,研究地质勘探单位的管理体制如何改革、必须实行企业化管理和经营的地质勘探单位经营模式如何变革,才能保证地质勘探单位的科学发展;其二是对SDDW勘探院经营模式的独特性进行分析,包括对其基本情况、发展历程、经营范围、产业结构和业务承揽渠道进行介绍,进而对其单位管理经营模式现状进行分析,对其从事市场经营的优势、有利因素、不利因素以及存在的问题和经营困难进行分析;其三是本文根据波士顿矩阵分析法和SWOT分析法对SDDW勘探院的现有工作业务进行分析,将其业务初步划分为拓展型、稳健型和收缩型三大类,提出在巩固稳健型业务的基础上,着力开展拓展型业务,重组收缩型业务,给出相应的战略发展方向;其四是在递进式分析、论述的基础上,对SDDW勘探院经营模式变革思路进行探讨,从“事企分离、分体运行”、生产经营模式变革和组织结构模式设计三个方面给出经营模式变革方案,并提出了实施经营模式变革方案的保障性措施。总之,本文提出SDDW勘探院经营模式变革思路方案及其保障措施,希望以此作为促进该单位应对当前经济下行、实施“转型升级、提质增效”和长远可持续发展的建议、参考,同时也希望能为国内其他地质勘探单位和同类性质相近的地球物理勘查单位经营模式变革提供借鉴。 关键词:地质勘查;地质勘探单位;地球物理勘查;企业化;经营模式 
英文摘要:Since the founding of new China, our geophysical exploration departments played a significant role in providing mineral resources for the development of national economy. No matter how Chinese economy developed and no matter how industrialization promoted,the demand for mineral resources in China is always rigid. As time goes on, the geophysical prospecting departments, which make use of geophysical detecting methods to provide geophysical technical services for the society, will greatly extend their geophysical service fields. Back to the mid of last century, mineral resources were urgently demanded under the situation of accelerating the economic development. Therefore too many geophysical exploration teams were established at that time in a very short period, which also had insufficient skills and caused problems of their existence in further. Geophysical exploration teams, facing the malignant market competition in the same industry, need to create and look for opportunities. In the meantime, the government issued policies that require geophysical exploration departments to create conditions and move towards market gradually, and to implement enterprise management and operation as well. However, geophysical exploration departments in China were built up in the planned economy period; they had insufficient competition consciousness and abilities. There are four main problems faced by geophysical exploration departments, named as out of date conceptions, extensive management, unreasonable resources arrangement and heavy historic burden. For SDDW Exploration Institute, its market ability is weak because of its single and limited detective method. Obviously, it is urgently to explore a road that can activate the system and solve the survival issues. The paper studies the survival and development of the geological prospecting units. In China, geophysical exploration departments are looking forward an effective way to adapt to market economy. Therefore, we need to change the management system and operation model, especially for the units that implement enterprise management. The main research methods of this paper are documentation method、case study、management survey and strategy analysis. SDDW Exploration Institute is the research object. Based on analysis of its business, the article will proposed reformation scheme of the operation model. First of all, geophysical exploration market is imperfect in China. Public institutions will meet various problems to implement enterprise management and operation. Therefore, how to reform the management system and how to renew operation models are the key for geophysical units to realize scientific development. Secondly, analyzed the uniqueness of business mode of SDDW Exploration Institute, include basic information、development history、business scope、industry structure and business channels. The advantages and disadvantages、the problems and difficulties that SDDW Exploration Institute faced will be presented. Thirdly, the Boston matrix analysis method and SWOT analysis model are used to analyze the business of SDDW Exploration Institute. The business has been classified into three types: expanding type、moderate type and contract type. SDDW Exploration Institute need to consolidate the moderate business、focus on developing the expansion business and reorganize contract business. Finally, based on progressive analysis, the paper investigates innovation idea of operation model. The separation of institution and enterprises、the reformation of production and business model and the design of organization structure are three main aspects to innovate operation pattern. Otherwise, safeguard performance measure also has been presented In conclusion, the paper present reformation scheme of operation model and safeguard performance measure of SDDW Exploration Institute. The author hope that under the situation of economic downturn, this paper can propose suggestions for SDDW Exploration Institute to implement “transformation and upgrading、advancing quality and efficiency” and long-term sustainable development. At meantime, hopefully, this article can provide reference for other geological departments and geophysical exploration units.
