中文摘要：	十六届五中全会明确提出了“社会主义新农村”，按十六届五中全会的界定，社会主义新农村是“生产发展、生活富裕、村容整洁、管理民主、乡风文明”的农村，该政策最明显的特征之一就是整合农村公共文化设施，加大农村文化投入，扩大农村文化机构的公共财政支持。在这种情况下，县级图书馆如何结合公共图书馆的一般使命和自身实际情况，切实有效地参与到社会主义新农村建设之中，是一个特别值得关注的问题。 在全国县级图书馆面临新农村建设机遇与挑战时，公共图书馆功能设计无疑提供了一套独特的概念工具：它可以帮助我国县级图书馆理性地确定究竟应以怎样的功能组合参与新农村建设，成为新时期我国社会发展不可或缺的力量。 近年来，地区性的差异已导致我国发达地区和欠发达地区县级图书馆的发展很不均衡，所谓发达地区，在本研究中界定为经济发达且已惠及图书馆事业的地区。本研究主要针对我国发达地区县级图书馆的现状，重点考察下列问题：（1）如何从扩大图书馆影响力的角度设计发达地区县级图书馆的功能体系？（2）在社会主义新农村建设背景下，发达地区县级图书馆应该以怎样的功能构成和服务内容参与其中，提高自身在当地社会生活中的影响力？（3）如何从案例馆的功能设计经验形成适用于其他发达地区县级图书馆的功能设计工具？ 本研究主要采用个案调研，选择一个发达地区县级图书馆为案例馆，采取访谈调研、实地考察和问卷调研等多种调研方式，从最大影响力视角出发，充分考察和分析案例馆的内外部环境，设计出“案例馆最大影响力功能实施方案”。 研究发现案例馆的确在它服务的地区产生了很多影响力。结合当地社会主义新农村建设发展的重点和案例馆自身能力分析，本研究选择三种影响力，即经济影响力、教育影响力和文化影响力作为其参与新农村建设的最大影响力，制定出功能实施方案。其他发达地区县级图书馆可以参照案例馆功能设计方法，形成有效参与新农村建设的功能。
英文摘要：	It is the most important thing for our party to construct a new socialist countryside in the modernization, and is the right way to solve the “Three Rural Issues” and to implement the policy of "mutual support between industry and agriculture”. It’s featured by improving the rationalized supply of the rural public products，paying attention to improving rural worker's quality. County libraries are facing new opportunities and the challenges; Public library role setting will undoubtedly provide a unique conceptual tool. The main objective of this study is to inspect the following issues: (1) how design a function system of county libraries in developed areas from library impact visual angle? (2)In the new socialist countryside background, county libraries in developed areas should how set the role composition and services contribute to the local socio-economic development; improve their own influence in local social life? (3)How apple the case’s setting experience, form the role tools that suit for other county libraries in developed areas? This study used the case study method, chose a county library in developed area as a case, investigated and analysis its inside and outside environment, Designed its maximum impact functional plan, finally, formed functional model and design guidelines for all other county libraries in other developed areas. The study found the library indeed had a lot of impacts in its service area, combination local development priorities and its own ability analysis, the study chose three impacts, namely economic impact, Education impact and cultural impact as its maximum impact to participate a new socialist countryside, and developed the functional implementation programs. Other county libraries in developed areas can refer the functional design progress, set their own roles.
