中文摘要:随着国内建筑企业数量逐渐庞大,企业间的价格竞争将会异常激烈。建筑业企业要想在日趋激烈的市场竞争中立足,谋求发展,唯有转变企业的管理方式,从粗放型管理向精益化管理的方向发展,尤其是施工项目成本管理的精益化更为关键,在利润空间逐渐缩小的当今建筑业市场,谁能做到精打细算、精益求精,谁才有可能发展得更快更好,否则将越来越难以生存。精益化管理在欧美、日本等国家发展多年,经历了从最初的避免浪费到如今的创造价值发展阶段,而我国的建筑业发展目前仍处于粗放型阶段,在管理中存在着不经济、不可循环、浪费严重的现象,要想发展,赶超国际水平,精益化管理势在必行。本文从建筑业企业施工项目成本精益化管理的角度出发,介绍了精益化的概念、要素、发展,分析了施工项目的成本构成要素和各自所占的比重,并阐述了成本与质量、安全三者之间的对立统一的关系。本文分析了目前我国建筑业企业的成本管理现状,虽然我国的建筑业企业规模庞大,从业人员众多,但管理比较粗放,成本管理上还存在着组织管理、人员素质、过程管理不规范等诸多问题,这些问题制约着我们国家建筑企业管理水平和产品质量的提升,也不利于建筑业长期、健康、稳定发展。文章总结了天津二建公司在施工项目成本精益化管理的一些制度方案和实践做法,公司从改革项目承包形式,严格实行考核制度,加强过程监管等方面,立足于充分调动基层员工的节约成本、创造价值的积极性和能动性,在规范管理流程,加强考核监管上下功夫,使项目部成员提升精益化成本管理意识,合理运用节约成本的措施,自觉加强成本管理,形成全员、全面、全过程的成本管理形态。论文最后结合天津二建公司在施工项目成本管理,最后以天津二建公司BLJD项目为例,介绍了该项目在成本精益化管理方面的管理模式、制度和做法,以及在成本精益化管理上取得的一些成效,为同行业者提供参考和借鉴。 
英文摘要:As the number of domestic construction companies gradually huge, price competition among enterprises will be fierce.
