中文摘要：	随着国际环境的飞速变化、行业竞争的日趋激烈；中国联通若想长久立足于世界企业之林，一方面必须引进先进的管理模式、改进信息处理系统；另一方面必须加强风险意识、进行风险评估。财务风险评估、市场风险评估、战略风险评估等一系列风险评估理论的运用与发展使得全面风险评估理论应运而生。本文将中国联通风险评估实践与当前风险评估理论相结合，探讨全面风险评估理论。 在对当前企业风险评估模式进行分析的基础上，梳理了风险评估理论的演变及发展趋势，提出了全面风险评估理论及其模式结构。全面风险评估共分五部分：战略风险评估、市场经营风险评估、财务风险评估、运营风险评估、法律风险评估。其中战略风险评估是全面风险评估的核心，起统领全局的作用。全面风险评估模式结构也相应地分为五部: 战略风险评估策略、市场经营风险评估策略、财务风险评估策略、运营风险评估策略、法律风险评估策略。 通过对中国联通所处行业的特点以及进行全面风险评估必要性的分析，总结了中国联通战略风险评估、市场经营风险评估、财务风险评估、运营风险评估、法律风险评估等方面的具体内容和关键点，从全局上来把握全面风险评估。 将中国联通现有风险评估的一个侧面按全面风险评估模式的流程与步骤进行实施，对比实施全面风险评估前后公司状况并作出分析，指出其风险评估中存在的缺点与不足，提出具体改进措施。
英文摘要：	With the more and more drastic challenge in the communication industry and the faster and faster change of the international circumstance the China Unicom must fetch in the advanced manager style and improve the data processing system. in order to succeed in the international economy. Meanwhile the China Unicom must strengthen risk consciousness and implement the complete risk evaluation. The theory about risk evaluation such as finance risk evaluation, marketing risk evaluation and tactic risk evaluation develop rapidly which make the complete risk evaluation theory appear and develop. Combining the theory with the practice this theme will focus on the complete risk evaluation in the China Unicom. Based on analysis and summarization about the risk evaluation mode of the modern company, this theme depict the evolvement and trend of the risk evaluation and summarize the complete risk evaluation theory and bring forward the mode configuration of the complete risk evaluation Under the mode configuration of the complete risk evaluation this theme analyzes the complete risk evaluation strategy have five sectors such as tactic risk evaluation, marketing risk evaluation, finance risk evaluation, managing risk evaluation and law risk evaluation. The tactic risk evaluation is the core of the whole risk evaluation, which control the total complexion. Through analyzing the industrial characters and the necessity of the complete risk evaluation the theme summarizes all aspects of the complete risk evaluation in the China Unicom which includes the content and key in order to mastery the complete risk evaluation wholly. We take an aspect of the complete risk evaluation in China Unicom into the flows and steps according to the complete risk evaluation. Then we compare the condition before applying the complete risk evaluation with after to analyze and introduce the shortcomings and bring forward the measures to improve.
