中文摘要:近年来,石油工程企业参与国际项目的案例越来越多,企业都基本按照国际先进经验建立了相应的风险管理程序和规定,但受经验和能力限制,此类项目给企业带来的利润仍然极其有限,甚至出现严重亏损。对于涉外石油工程企业,不仅需要防范和控制与国内工程项目相同的风险,还需要面对因项目涉外而可能出现的各种风险, 因此,风险管理对于涉外石油工程企业尤其重要。风险管理能力已成为影响工程企业核心竞争因素之一。 若想尽快打开国际市场,参与国际竞争,扭转严重亏损的情况, 国内企业就必须努力提高自己的风险意识和风险管理水平,首先要提高的就是设计的风险管理上。风险伴随在项目实施的全过程中, 而且不同实施阶段各种风险因素相互交织在一起, 这就要求我们必须重视风险管理, 成功运用风险管理理论和方法对项目风险因素进行分析,对风险的大小进行正确估计,认真研究风险防范措施,规避风险和化解风险。同时通过风险管理,使参与项目各方的定位和关系更加清晰明确,使资源得以优化, 从而有效保障项目质量、缩短项目工期、降低项目投资等目的,保障项目的顺利实施。工程设计不仅在控制风险方面起关键作用,同时又作为采购和施工的基础,对成本和进度的影响非常重要。设计的重要地位,决定了设计过程中的风险防范工作必须作为重点来抓。本文将在风险管理理论知识总结归纳基础上,结合近几年作者参与的几个涉外工程联合设计项目,对LH油田涉外联合设计项目实施过程中可能出现的各种风险进行了分析,并提出了对应的风险防范和监控方案。论文分六章开展论述, 第一章阐述了风险管理的研究背景、意义和国内外研究现状、本文的研究内容和研究方法; 第二章对风险管理和项目风险管理基本理论进行了综述;第三章对海洋石油涉外设计项目特点进行了分析;第四章对海洋石油涉外设计项目风险管理的全过程进行了分析;第五章结合第四章的研究对LH油田涉外联合设计项目风险管理进行了分析;论文最后一章对全文进行了总结和研究展望。要控制工程风险,必须从工程设计阶段开始抓起,因为工程设计即是控制成本和进度的关键,也可以为后续的采购和施工打下良好的基础。 
英文摘要:Recent years, more and more offshore engineering companies are involving in international business. Most of these companies have completed risk management related regulations; however, as a result of limitation in experience and capability, the business brings them very limited profits, even deficit. These companies not only have to prevent and control risks usually occur in domestic projects, but also they have to face other risks never met before. Thus it is much more important for these companies to carry out risk management work. Risks exist in the whole process of a project, and in different stages, various risks are intertwined, which requires that we must attach great importance to risk management, use risk management related theories and methods to analyze and evaluate risk factors, and research measures to prevent or limit risks. Meanwhile, through risk management, interests relation between various participating units can be clearly defined, project resources can be optimized, then project quality can be ensured, project period could also be effectively shorten, thus, project investment would be reduced. Engineering design plays a key role in project risk control process. It is also the basis of procurement and construction, and will greatly affect the project expenses and schedule. This thesis will analyze various risks might occur in international cooperation projects on the basis of risk management theories, and introduce the risk management solutions. The thesis is divided into six chapters. In the first chapter, the author introduces the research background, significance, research status, research contents and methods of risk management of international projects. The second chapter is mainly about the theories of risk management and project risk management. In the third chapter, the author gives a general introduction about characteristics of risks in offshore oil engineering projects. And the forth chapter analyzes risk identification and risk control in offshore oil international cooperation engineering projects. In the last chapter, the above introduced theories are applied in the risk management of LH oilfield international cooperation engineering projects. In order to control project risks, we need start from the design phase of a project, because it plays a key role in costs and progress control, and it is also the basis of future procurement and construction.
