| 中文摘要: | 电力是国家经济和社会发展的重要能源支撑,电网企业作为国家的直属中央企业,既要为国家和社会提供安全、可靠和充足的电能,以便保障经济社会稳定的发展,又要担负着使国有资产保值增值,最大限度的使企业经营利润最大化。作为重资产型的企业,电网企业必须借助全寿命周期资产管理这一有效的管理手段,在保障资产运行安全的前提下,努力提高资产使用效能,降低其管理成本,而物资管理又是资产管理的关键组成要素,对电网企业资产管理影响巨大,做好基于全寿命周期资产管理的物资管理研究,对电网企业发展有着十分重要的意义。电网企业因自身的独特性,导致其在资产管理与物资管理的方式和内容上,与一般企业的有所不同。随着电网企业的转型发展,对资产的管理模式和目标发生了变化,原有的物资管理已经出现一些不适应的问题急需解决。T市电力公司作为电网企业的一个缩影,其内部的各项管理工作均与一般的电网企业相同,非常具有代表性。T市电力公司围绕全寿命周期资产管理的目标,对企业资产管理工作按照阶段进行划分,在此基础上进一步明确各阶段的工作内容,并围绕各阶段工作的内容,找寻与之对应的物资管理元素,建立相关对应关系,绘制出资产全寿命周期物资管理脉络。T市电力公司梳理出的物资管理脉络,对已不再适应全寿命周期资产管理目标的原有物资管理内容进行调整与改进,从而构建起了基于全寿命周期资产管理的物资管理新框架。此外,T市电力公司还对原有的物资管理组织与制度体系进行了重建,在全公司范围内实施了物资管理标准化和信息化建设工作,有效的为T市电力公司基于全寿命周期资产管理的物资管理实施提供坚强的保障。本文基于电网企业全寿命周期资产管理和物资管理的具体特点,构建了电网企业基于全寿命周期资产管理的物资管理模型,并基于该模型总结了T市电力公司对物资管理进行改进的过程及方法,为其他同类型企业的物资管理工作提供了参考。 | |
| 英文摘要: | Electric power is the national economic and social development of important energy support, power grid enterprises as the country's central enterprises, both for the state and the community to provide safe, reliable and adequate power, so as to protect the economic and social stability, but also responsible for the maintenance and increase the value of state-owned assets, to maximize the profit of the enterprise. As a heavy asset type enterprise, power grid enterprises must use the full life cycle asset management to effectively manage the security of assets, improve the use efficiency, reduce the management cost, material management is the key component of asset management. Because of the unique nature of the power grid enterprises, it is different from the general enterprise in the way and the content of asset management and material management. With the transformation and development of the power grid enterprises, the management mode and target of the assets have changed, and the original material management has appeared some problems which need to be solved urgently. T city power company as a microcosm of the power grid enterprises, the internal management of the company are the same as the general power grid, very representative. T electric power company around the life cycle of asset management objectives, the enterprise asset management work in accordance with the phase of the division, based on this basis to further clarify the work of each stage, and around the content of the work, to find the corresponding material management elements, build the corresponding relationship, drawing out the full life cycle of assets management context. T city power company to sort out the material management context, has no longer adapted to the life cycle of the entire asset management objectives of the original material management content to adjust and improve, so as to construct a new framework based on the whole life cycle asset management.
